About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command (MICC) at Fort Gordon, Georgia has issued a Special Notice of Intent regarding a sole-source contract award to Qiagen Inc. for annual preventive maintenance and service repair of Qiagen laboratory instruments. Published on December 10, 2025, this notice declares the government's intention to award a non-competitive contract under Simplified Acquisition Procedures and Commercial Procedures as outlined in the Federal Acquisition Regulation (FAR). The contract is valued under the simplified acquisition threshold and covers analytical laboratory instrument maintenance services under NAICS code 334516. The government has determined that Qiagen represents the sole source capable of providing the required services due to proprietary equipment specifications and technical requirements. This notice serves to provide transparency regarding the planned award and to afford other interested parties an opportunity to challenge the sole-source determination.

The primary objective of this procurement is to secure annual preventive maintenance and onsite technical support for Qiagen instruments utilized by the U.S. Army Criminal Investigation Laboratory in Forest Park, Georgia, including EZ1 Advanced XL, QIAcube, QIAgility HEPA VU, and Rotor-Gene Q 5plex HRM Platform systems. Interested contractors must submit written evidence demonstrating that competition would be advantageous to the government; oral communications are not acceptable. The deadline for submission is 10:00 a.m. on December 15, 2025, with award proceeding without further notice if no affirmative responses are received by that time. While this notice does not constitute a request for competitive proposals, any eligible firm believing they can provide equivalent maintenance services and supporting technical capability may challenge the sole-source designation. The one-year base contract, effective January 1 through December 31, 2026, encompasses one annual preventative maintenance visit, unlimited emergency service calls within 48 hours, parts replacement, labor, travel costs, and technical support documentation.
