About this opportunity
The National Nuclear Security Administration (NNSA), a civilian agency within the Department of Energy, has issued a Special Notice of Intent to award a sole source contract to Techsource Inc., located in Los Alamos, New Mexico. The contract is being awarded under statutory authority 10 USC 3204(a), which allows for noncompetitive procurement when only one responsible source can satisfy agency requirements. Specifically, the notice pertains to a contract for technical, analytical, and liaison support in systems engineering principles for requirements management. The anticipated contract duration is 10 months, consisting of a three-month base period with two three-month option periods and one additional one-month option period. This sole source procurement is designed as a bridge contract to provide time for NNSA to prepare and execute a competitive five-year solicitation, which is expected to be awarded by the end of fiscal year 2025.
The primary objective of this Special Notice is to secure immediate support for requirements management systems engineering services while preparing for a more comprehensive competitive procurement. Techsource Inc. will provide critical support in areas including requirements management policy development, requirements identification and traceability, repository tool management, requirements decomposition and integration, analysis, verification, validation, and configuration management. Contractors interested in understanding the procurement should note that this is not a competitive solicitation, and the government retains sole discretion in determining whether to compete the proposed action. All questions regarding the notice must be submitted to Samuel Hudson (Contract Specialist) and Rubina Satar (Contracting Officer) by 8:00 AM EDT on February 14, 2025. Eligibility is not open, as this is a sole source award specifically targeting Techsource Inc. The notice serves as a transparent communication of the government's intent to award a contract to address immediate systems engineering requirements while simultaneously preparing for a long-term competitive solution.
