About this opportunity
The U.S. Army Medical Research Acquisition Activity (USAMRAA) has issued a Special Notice indicating its intent to award a sole source Firm Fixed Price contract to Genedata USA Inc. located in Lexington, MA. The contract will be for Genedata Screener Software license, maintenance, and support, including the Standard Edition with modules, Database Explorer, and Analyzer for Five Named Users. The purpose of this Special Notice is to inform the public of USAMRAA's plans to award this sole source contract to Genedata USA Inc., as the sole manufacturer and distributor of the required software that can integrate with the agency's Opera Imaging System. The deadline for submitting capability statements challenging this sole source determination is April 30, 2024 by 9:00 AM Eastern Time. Capability statements must be submitted via email as a Microsoft Word or Adobe PDF attachment, and phone calls will not be accepted. The government reserves the sole discretion to determine whether to proceed with a competitive procurement or the sole source award based on the responses received.

The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to award a Firm Fixed Price, sole source Contract on behalf of the U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID) to Genedata USA Inc, located in Lexington, MA, under the authority as prescribed in FAR 13.106(b)(1) Soliciting from a Single Source. This requirement is for Genedata Screener Software license, Maintenance and Support, to include the Standard Edition with modules, Database Explorer; and Analyzer for Five [5] Named Users. The software will have continued data generated from our Opera Imaging instruments. The software has been integrated into our imaging systems so that there is seamless transfer of imaging data to the software for statistical analysis to determine potency, cytotoxicity and also provide all curve fitting values and graphs.
GeneData (USA), Inc. is the sole manufacturer and distributor of the software with no authorized resellers in the marketplace that can meet the Government’s requirement for software license, which can be integrated into the Opera Imaging System. This software is integrated with the Perkin Elmer Opera Phenix and the only outside vendor software that can communicate with the instrument. Genedata software is the only source to obtain the required analysis of the Perkin Elmer analytical equipment by the usage of an Opera High-Content Screening System. Genedata software is required for dose response analysis (therapeutics small molecules) of all USAMRIID high-content imaging data and supports multiple funded projects. In addition, this software is required to maintain continuity and uniformity of the type of data generated.
This notice of intent is NOT a request for quotations (RFQ) and no solicitation document exists for the requirement; however, if a vendor challenges the basis for this requirement, please submit a capability statement that includes sufficient detail and with convincing evidence that clearly demonstrates the capability to provide these services.
A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source procurement.
Any other firms desiring consideration must submit capability statements and identify their interest and capability to provide these services. Responses to this notice must be received no later than 0900 Eastern Time, 30 April 2024. Capability statements shall be submitted via email ONLY as a Microsoft Word or Adobe PDF attachment to the following email addresses ryan.r.jorgensen.civ@health.mil . No phone calls will be accepted.
