About this opportunity
The National Oceanic and Atmospheric Administration seeks design, renovation, and commissioning of a permanent Biosafety Level 2 laboratory at 904 S. Morris Street, Oxford, Maryland, including relocation of existing lab operations from a temporary trailer and decommissioning of the trailer, with proposals due July 30, 2026 at 12:00 PM Eastern Time. This is a 100% Total Small Business Set-Aside awarded as a firm fixed-price contract.
The procurement is structured as a base scope (CLIN 0001) covering renovation of an existing 640-square-foot conference room into a functioning BSL-2 laboratory, relocation of Government-owned equipment from the trailer, and trailer decommissioning, with three optional CLINs: conversion of library space into a replacement conference room (CLIN 0002), construction of a 160-square-foot equipment vestibule for freezers and refrigeration equipment (CLIN 0003), and furnishing and installation of a laboratory fume hood and deionized water system (CLIN 0004). Place of performance is Oxford, Maryland. The period of performance is 365 calendar days after Notice to Proceed. The estimated magnitude is $500,000 to $1,000,000. NAICS 236220, PSC Z2AA.
The contractor must provide recent experience (within five years) in technical space renovations including MEP work; BSL-2 renovation experience is preferred but not required. The contractor must have licensed design professionals, maintain active SAM.gov registration with valid UEI, provide required licenses and insurance, and complete all work within existing building constraints while minimizing operational disruption. Performance and payment bonds equal 100% of the contract price are required. Insurance must include General Liability coverage of $500,000 per occurrence/$1,000,000 cumulative. The contractor must provide a one-year workmanship warranty on all work and contractor-supplied materials starting upon NOAA's written acceptance.
Evaluation criteria are Technical Approach (Factor 1), Past Performance (Factor 2), and Price (Factor 3), weighted significantly in favor of non-price factors. Past Performance Questionnaires from references are due by 12:00 PM Eastern Standard Time on July 20, 2026, submitted to Contracting Officer Noelle Albert (noelle.albert@noaa.gov). Prevailing wage determination (MD20260125) applies, establishing Davis-Bacon Act rates for Talbot County, Maryland construction classifications.

Update #2 · Latest ·
NOAA’s Facilities Engineering Office requests authority to obligate funds for design, renovation, and commissioning of a permanent Biosafety Level 2 (BSL-2) laboratory at 904 S. Morris Street, Oxford, Maryland, including relocation of existing lab operations from a temporary trailer and decommissioning of the trailer space. The contractor will perform assessment and planning, prepare approximately 700 square feet of lab space for BSL-2 use, move and set up Government-owned equipment, decontaminate and broom-clean the trailer, and provide orientation, records, and warranty support. This project supports NCCOS and related NOAA programs by providing a safe, code-compliant BSL-2 lab needed to conduct coastal and ocean science in line with federal biosafety and facility requirements. If not approved and funded, NOAA will need to continue relying on an aging, non-ideal trailer lab, with increased risk of biosafety, facility, and mission impacts.
