About this file
This document is a Pre-Proposal Conference presentation for a federal construction solicitation issued by the National Oceanic and Atmospheric Administration (NOAA). The solicitation number is 1305M426R0030, and the conference was held on-site on July 1, 2026.
The project involves the construction of a BSL 2 (Biosafety Level 2) Laboratory facility at the NOS NCCOS COOP Oxford Lab. The solicitation is structured as a 100% Total Small Business Set-Aside with an estimated magnitude of $500,000 to $1,000,000 and will be awarded as a Firm Fixed Price Contract. The base bid (CLIN 0001) covers the BSL 2 Laboratory construction, with three optional tasks: Conference Room (CLIN 0002), Exterior Vestibule with Refrigerator-Freezer Farm (CLIN 0003), and Laboratory Fume Hood and DI Water Systems (CLIN 0004). Bonding requirements equal 100% of the contract price for both Performance and Payment Bonds. The Period of Performance is 365 calendar days following issuance of the Notice to Proceed.
Proposals are due July 20, 2026 at 12:00 PM Eastern Time and must be submitted in four volumes: Business Proposal, Technical Proposal, Past Performance, and Price. Questions and clarifications must be submitted by July 6, 2026 at 12:00 PM Eastern Time to Contracting Officer Noelle Albert (noelle.albert@noaa.gov) and Sr. Contract Specialist Paul Tucker (paul.tucker@noaa.gov). Evaluation will be based on Technical Approach (Factor 1), Past Performance (Factor 2), and Price (Factor 3), with non-price factors significantly weighted over price. All solicitation documents are available on SAM.gov.

Evaluation of Offerors highlights The Government anticipates establishing a single contract with the contractor whose proposal is determined to best meet the needs of the Government after consideration of all factors-- i.e., provides the “best value.” Accordingly, the Government may award to other than the lowest priced Offeror or other than the highest technically rated Offeror. All non-price factors, when combined, are significantly more important than price. The Government values obtaining superior technical performance capability (represented by the non-price evaluation factors) than with making an award at the lowest overall evaluated price.
