About this file
This is a Statement of Work (SOW) for the NOS NCCOS COOP Oxford Lab BSL-2 Project, a federal construction contract with the National Oceanic and Atmospheric Administration (NOAA).
The project involves renovating and relocating laboratory operations from a temporary trailer to permanent space within an existing building at 904 S. Morris Street, Oxford, Maryland. The contract is structured as a base scope (CLIN 0001) with four option scopes (CLINs 0002-0004). The base scope requires renovating an existing 640-square-foot conference room into a functioning Biosafety Level 2 (BSL-2) laboratory, relocating existing laboratory equipment from the trailer, and decommissioning the trailer. Option scopes include converting library space into a replacement conference room (620 square feet), constructing an enclosed equipment vestibule (160 square feet) for freezers and refrigeration equipment, and furnishing/installing a laboratory fume hood and deionized water system. The contractor must deliver a complete, operational BSL-2 laboratory compliant with HHS/ASPR BSL-2 guidance and applicable codes. Work encompasses demolition, structural, MEP (mechanical, electrical, plumbing), HVAC, roofing, fire protection, and interior renovation trades, with the contractor responsible for developing reference documents into permit-ready construction documents. The period of performance is 365 calendar days after Notice to Proceed. Pricing shall be firm-fixed-price for each CLIN, with the government awarding the base CLIN at contract execution and reserving the right to exercise option CLINs. The contractor must provide licensed design professionals, demonstrate recent technical space renovation experience (including MEP work), maintain SAM.gov registration with valid UEI, and provide required licenses and insurance. Final acceptance requires completion of design submittals, construction matching approved design, successful commissioning tests, equipment relocation with functional checks, comprehensive closeout documentation, and confirmation that the space meets BSL-2 requirements and is ready for laboratory operations.

Statement of Work Contract Title: NOS NCCOS COOP Oxford Lab BSL-2 Project Period of Performance: 365 calendar days after Notice to Proceed Place of Performance: 904 S. Morris Street, Oxford, MD 21654
1. Background
The National Centers for Coastal Ocean Science (NCCOS), under NOAA's National Ocean Service, conducts research at the Cooperative Oxford Laboratory, including oyster disease investigation and pathogen forecasting. This work requires Biosafety Level 2 (BSL-2) laboratory space.
NCCOS currently performs this work in a temporary trailer at 904 S. Morris Street, Oxford, Maryland. The trailer is inadequate for mission requirements. NOAA requires relocation of laboratory operations and equipment into a permanent space within an existing building at the same site.
The award is structured as a base scope with 4 options:
1.1.Base - New BSL-2 Laboratory (CLIN 0001): Renovate an existing conference room (approximately 640 square feet) into a functioning BSL-2 laboratory, relocate existing laboratory equipment from the trailer to the new lab, and decommission the trailer.
1.2.Option - New Conference Room (CLIN 0002): Convert a portion of the existing library (approximately 620 square feet) into a replacement new conference room.
1.3.Option - New Equipment Vestibule (CLIN 0003): Construct an enclosed vestibule (approximately 160 square feet) adjacent to the new BSL-2 lab to house Owner freezers and refrigeration equipment, including a -80°C Thermo Freezer.
1.4.Option – Laboratory Fume Hood and DI Water Systems (CLIN 0004): Furnish and install one (1) laboratory fume hood and one (1) deionized water system in the new BSL-2 laboratory
The Contractor shall deliver a complete, operational BSL-2 laboratory under the base scope. Option scopes shall be delivered if exercised by the Government.
2. Scope of Work
This award covers construction at one site under one period of performance, organized as a base scope (CLIN 0001) and option scopes (CLIN 0002, CLIN 0003, and CLIN 0004).
The Contractor shall coordinate trades and logistics to minimize disruption to NOAA operations. Cost breakdown by CLIN and by trade shall be reflected in the Schedule of Values.
The scope of services includes all supervision, licensed design, engineering, labor, materials, permits, documentation, fabrication, and installation requirements shown or implied by this SOW and its attachments. Work includes, but is not limited to, demolition, concrete, architectural, structural, roofing, mechanical, electrical, plumbing (MEP), heating, ventilation, and air conditioning (HVAC), and fire protection systems.
Attachments (see References) are reference material only and reflect the Government's design intent. The Contractor is responsible for verifying existing conditions and developing the Government's reference documents into permit-ready construction documents.
Before acceptance of each CLIN, the Contractor shall conduct a 1–2 hour walkthrough with Owner laboratory and facilities staff covering room layout, operation of doors, HVAC controls, emergency equipment (eyewash, sink, safety shower if applicable), and locations of panels and shutoffs. The Contractor shall provide an electronic closeout package including final layout drawings, as-built drawings (PDF), manuals and warranty information, test reports (eyewash, HVAC/airflow, hood/enclosure checks, electrical inspections), and a final cost breakdown by trade in Excel. The Contractor shall provide a one-year warranty on workmanship and Contractor-supplied materials, starting upon NOAA's written acceptance.
