About this file

This is Amendment 0001 to a federal solicitation for construction renovation services at the NOS NCCOS COOP Oxford Lab BSL-2 facility. The amendment extends the proposal response deadline from July 20, 2026 at 12:00 PM Eastern Time to July 27, 2026 at 12:00 PM Eastern Time, with submissions required to Noelle.Albert@noaa.gov and Paul.Tucker@noaa.gov. The contract ID is 1305M426R0030, issued by CSAD-Facilities Support at NOAA (National Oceanic and Atmospheric Administration) in Silver Spring, Maryland.

The amendment addresses 24 offeror questions and provides government responses that clarify project scope and specifications. Key clarifications include: existing fire alarm devices remain in place with additions as needed; standing seam metal roof is required for the vestibule per drawings (not asphalt); unfaced batt insulation is required per drawings; contractor must provide portable restroom facilities; no access to existing restrooms or dumpsters is permitted; parking and utility connections (or portable generator use) will be provided; existing fire alarm devices must be removed and re-installed on new walls; conference room lights must be rewired existing fixtures to a new switch rather than replaced; the contractor is responsible for proper tie-in to existing floor drain per IBC and local building code; and design work requiring a licensed P.E. is limited to the vestibule structure and foundation. Additional responses confirm that obtaining local permits is not required, special inspections must comply with International Building Code standards, the existing structural slab is 6 inches thick, Call One Tag Out must be contacted prior to digging, and specific equipment specifications are provided for a flammable storage cabinet and laboratory workstations manufactured by Motts Manufacturing.

Offeror’s Question 1: Please confirm the existing fire alarm devices are to remain and we only need to additional to accommodate the renovations.

Government’s Response: Confirmed.

Offeror’s Question 2: During the site visit fire sprinkler heads were noticed in the mechanical room, please confirm the scope requires no alterations to the sprinkler.

Government’s Response: Confirmed.

Offeror’s Question 3: SOW calls for an asphalt roof system on the vestibule, but the drawings show standing seam metal. Please clarity which material is to be used.

Government’s Response: The Drawings prevail. Standing seam is required. Reference updated SOW Section 2.3.

Offeror’s Question 4: Please confirm whether contractor personnel will be permitted to use the existing restroom facilities during construction, or if the contractor should include portable restroom (porta-john) facilities in the project scope.

Government’s Response: The contractor is not permitted to utilized the existing restroom facilities.

Offeror’s Question 5: Please provide the requirements and any applicable restrictions for placing a temporary construction trailer on-site, including the approved location, utility provisions (if applicable), security requirements, and any permits or approvals that will be required.

Government’s Response: This will not be provided prior to bid. This will be coordinate as part of the submittal review and approval process. A parking spot or spots will be provided. A tie in for power can be provided or contractor can use a portable generator.

Government’s Response: Drawings prevail; unfaced batt insulation.

Reference updated SOW Section 2.3.

Offeror’s Question 7: Drywall Framing Height: The blueprints show the new drop ceiling is 9 feet high, but the building's real roof deck structure is 12 feet high. Do our metal wall studs need to go all the way up to the 12-foot roof deck for support, or do they stop at the 9-foot ceiling line?

Government’s Response: Above the drop ceiling with later bracing to the underside of roof structure is acceptable.

Offeror’s Question 8: Wall Anchoring into the Glazed Tile: The existing green walls are structural glazed tile that cannot be removed. How does the government have a recommendation for anchoring the new metal tracks to the floor and ceiling without cracking or shattering the face of this tile?

Government’s Response: The new wall is constructed in front of the green glazed wall material. Bottom track is fastened to concrete. top track sits on top of the stud framing above the drop ceiling and is lateral braced.

Offeror’s Question 9: Wall Cavity Depth: SOW Section 2.1.4 says the new walls must be built out in front of the tile walls to hide the plumbing and electrical lines. Is there a required distance/depth we need to leave between the old wall and the new drywall?

Government’s Response: No requirement

Offeror’s Question 10: The Hallway Floor Drain Pipe: Sheet AD101 Keyed Note 8 says to cut open the concrete floor in Hallway 100H to tie into floor drain. Are we responsible for replacing any existing pipe under the hallway floor, or are we just tying into the existing drain?

Government’s Response: The existing floor is vinyl over concrete.

Contractor is responsible for making a proper tie-in per IBC and local building code at this location to the existing lateral.

Offeror’s Question 11: Conference Room Lights: SOW Section 2.2 says the contractor must supply four (4) brand-new LED lights for the new conference room. But Sheet EL101 tells us to keep the old lights ("ETR" / Existing to Remain) and just wire them to a new wall switch.

Are we replacing these fixtures with new ones, or just rewiring the old ones

Government’s Response: Drawings prevail. The Contractor shall keep the old lights ("ETR" / Existing to Remain) and wire them to a new wall switch. Reference updated SOW Section 2.2.

Offeror’s Question 12: Fire Alarm Devices: SOW Section 2.1.1 says to leave the fire alarm system in place and protect it. But Sheet AD101 (Demolition Notes 4 & 6) tells us to remove the fire alarm strobes and pull stations and un-wire them back to the panel. Are we removing these devices or protecting them in place?

Government’s Response: Remove and Re-install on the new wall.

Reference updated SOW Section 2.1.1.
