The vessel specifications are highly detailed and largely mandatory. Length overall must be 26–30 feet with minimum 9'5" beam and maximum 30-inch draft with engines raised; hand-laid fiberglass hull with solid bottom and commercial-duty laminate schedule; twin outboard engines (Mercury, Yamaha, or Suzuki only) minimum 200 HP each; integrated GPS stationkeeping; mandatory electronics package including twin Lowrance HDS PRO 16 displays, Active Imaging HD sonar, HALO24 radar, WM-4 weather system, Link-9 VHF with AIS, and roof-mounted LED searchlight; Seakeeper stabilizer; 500-pound minimum davit system with capstan winch mounted on port side; electric windlass with stainless anchor and rode; bow thruster; and aluminum tri-axle trailer with 13,000-pound minimum capacity.

Delivery is fixed at 183 days from award, with period of performance September 15, 2026 to March 15, 2027. The contract is firm-fixed-price. Contractor must provide one-year warranty covering hull, structural components, and workmanship, with manufacturer warranties transferred to NOAA.
