About this opportunity
The Bureau of Land Management's Oregon-Washington Region seeks repair and replacement of three fence sections at BLM locations in Northwest Oregon (Molalla, Willamina, and Shotgun Creek in Marcola), with proposals due July 15, 2026. The procurement is set aside for women-owned small business (WOSB), with NAICS code 238990 (All Other Specialty Trade Contractors) and a size standard of $19 million.
Place of performance spans three separate BLM sites in Northwest Oregon. Work scope includes demolition and replacement of approximately 25 feet of fencing at Molalla (damaged by fallen tree), 40 feet at Willamina (damaged by vehicle), and 90 feet at Shotgun Creek (damaged by fallen trees and deterioration). Replacement fencing at Molalla and Shotgun Creek must conform to specified design standards: 3-strand, 12-gauge, 4-point barbed wire; 9-gauge chain-link fabric with 2-inch mesh; galvanized fence posts; galvanized rails; and concrete footings 30–36 inches deep with 2000 psi minimum strength. Molalla requires additional brown HDPE privacy slats 1 inch wide and 8 feet tall. Willamina fencing must match existing on-site specifications. The contractor must complete all work within 90 days, Monday through Friday, 8:00 AM to 4:30 PM PST, with no weekend or federal holiday work. Performance period runs August 3 through November 1, 2026, with work commencement required within 30 calendar days of notice to proceed.
Evaluation criteria rank relevant experience first, requiring demonstration of at least three similar projects completed as prime contractor within six years, including local market knowledge of Northwest Oregon conditions. Price is the secondary factor. The government intends award without discussions to the responsible respondent offering best value. Contractor must comply with Davis-Bacon wage rates, maintain liability insurance of $500,000 per person and per occurrence, and submit certified payrolls and invoices through the Invoice Processing Platform.
