About this opportunity
The North Carolina National Guard is seeking a contractor to provide sanitization and safety rental services, including portable latrines, handwashing stations, grey water tanks, rollback dumpsters, and light towers for military operations and exercises at Fort Bragg and Camp Butner, North Carolina. The contractor must supply all necessary personnel, equipment, tools, materials, supervision, and quality control, with specific requirements outlined in the Performance Work Statement including delivery within 48 hours of event start, servicing every 48 hours, emergency repair capabilities, and compliance with local and state regulations. Evaluation will be conducted using a streamlined comparative trade-off methodology, with quotes assessed on past performance (weighted more heavily for work completed within the past three years), technical capability addressing PWS requirements, and price, with ratings ranging from Substantial Confidence to No Confidence. The solicitation deadline for submission is February 5, 2026, with the last day for questions having been January 26, 2026, and an updated bid schedule released on January 23, 2026 to include separate servicing line items.
This solicitation is reserved exclusively for small business concerns under the Total Small Business set-aside, with NAICS code 532490 and a size standard of $40,000,000. There is no incumbent contractor, as this represents a newly established Blanket Purchase Agreement with no initial funding and pricing to be determined through individual calls issued after award. The cumulative spending ceiling for the five-year contract period from January 1, 2026 through December 31, 2031 is $950,000, with individual calls not to exceed $100,000 each; minimum and maximum equipment quantities per call are not specified and will be identified based on actual operational requirements. The contractor must be registered and active in SAM.gov and submit pricing that mirrors the detailed bid schedule across five contract years for both rental rates and associated services at Fort Bragg and Camp Butner locations. Calls must normally be placed no less than 72 hours prior to the required performance start date, with four designated authorized callers identified in the Description of Agreement for service requests and contract administration.
