About this opportunity
The Department of Veterans Affairs seeks lease proposals for a Readjustment Counseling Service (Vet Center) facility in Rohnert Park, California, with proposals due September 11, 2026 at 5:00 PM PDT. The procurement is unrestricted (no set-aside).
The Government seeks 3,469 to 3,749 ANSI/BOMA occupant area square feet of contiguous, modern-quality office space within a defined geographic area bounded by Highway 12, Highway 116, and Highway 101. The lease term is 20 years with a 5-year firm term; the Government retains termination rights after the firm term with 180 days' notice. The space must include 24 reserved, secured, and lit surface parking spaces.
The lessor shall provide a fully serviced turnkey lease covering shell upgrades, tenant improvements at $70.46 per ABOA square foot, operating costs, real estate taxes, and Building Specific Amortized Capital security improvements. Pricing must be submitted on GSA Forms 1364 and 1217, itemizing building shell rental, tenant improvement rate, BSAC rate, operating costs, and parking costs.
The facility must meet Facility Security Level II requirements, including access-controlled wireless key fob entry, video intercom systems, duress alarms, intrusion detection, and 30-day video surveillance recording capability. Additional requirements include seismic safety compliance per the Earthquake Hazards Reduction Act, ENERGY STAR certification or statutory exception, fire protection and life safety standards, accessibility compliance, and absence of friable asbestos-containing materials.
The lease must score as an operating lease under OMB Circular A-11, Appendix B. Evaluation uses the lowest-priced technically acceptable offer standard. The NAICS code is 531120, and prevailing wage rates from the Sonoma County Department of Labor determination apply to construction work. Proposals must include seismic compliance documentation, scaled CAD floorplans, construction schedules, SAM registration evidence, and fire/life safety documentation.
