Update #3 · Latest ·

The purpose of Amendment 0006 (final) is to provide answers for questions (Q&A) submitted by Industry on Tuesday, September 3, 2013, based on the addition of Amendment 0005 and the latest PWS.  Changes were made to RFQ Sections J, L, & M based on those answers, in addition to a revised DD254 and updated QASP.

Update #2 ·

The purpose of Amendment 0005 is to completely change the RFQ from Section B to Section M, including the Evaluation Factors and an acquisition strategy change from Best Value - Tradeoff to Lowest-priced, Technically acceptable (LPTA).  Amendment 0004 was lost due to a technical error within the contract writing system, so its corrected copy is Amendment 0005.  Please read the revised RFQ carefully for all changes.  The PWS has been modified to include additional language for clarification purposes.

Update #1 ·

The Government is seeking qualified 8(a) concerns with specific recent experience, current knowledge, and relevant past performance to provide non-personal technical, engineering, and testing and evaluation (T&E) support services required by MCTSSA in its on-going role related to MAGTF SoS testing and in its future role in support of the mandates presented in MCO 3090.2. Test and evaluation support shall include performance involving the planning and execution of interoperability certification testing, participation in planning and execution of MAGTF test and demonstration events (e.g. VRPL), data collection and analysis, and post-test event reporting. Additionally, the contractor shall provide technical and engineering support services in the areas of technical studies and analysis, architecture development and analysis, mission thread development, trade studies to evaluate software and hardware components, review and development of support documentation, and other technical reporting as required.
