ANSWERS to INDUSTRY QUESTIONS for SoSTS September 4, 2013

ANSWERS to INDUSTRY QUESTIONS for SoSTS September 4, 2013

Q1. If we have already submitted our proposal, do we just re-submit an entirely new proposal or just the edits? If a new proposal, how will the Government void the old submission?

A1. Please send a new quote based on the new instructions and requirements. There will be less paperwork to send this time around. If you already sent binders (Volume I and II), we can just replace the contents, one for one. Therefore, just send one original copy of the new paperwork and a new CD that contains both Volume I and Volume II, space permitting. Old copies will be disposed of (shredded). This answer will replace all similar and previous Q&A amendment answers.

Q2. Amendment 0004 comes up as Amendment 0005.

A2. There is no such amendment as Amendment 0004, as our contract writing system skipped that number, so Amendment 0005 was the last amendment prior to this amendment.

Q3. Are the answers previously provided in Amendments 0001, 0002 and 0003 applicable to Amendment 0005? The conforming copy of the contract posted on FBO on 28 August does not appear to incorporate the changes from the answers to the questions from Amendments 0001, 0002, and 0003.

A3. From Amendment 0001, answer #2 and #4 are still relevant; From Amendment 0002, answer #1 and #2 are still relevant; From Amendment 0003, answer #4 is still relevant. All other answers previously provided have been negated or obsoleted due to requirement changes in Amendment 0005.

Q4. Concerning Attachment J.2, the SF 30 indicates the date of the current QASP as 28 April. Is there a new QASP?

A4. The QASP requirements are reflected in the new QASP dated 8 Aug 2013, and are included in this new Amendment.

Q5. Concerning SF30 page 20, Section J states, “The following have been added by full text: ATTACHMENTS”. The Description for J.1 indicates it is a PWS for III MEF Advisor Training Cell (ATC).

A5. J.1 is corrected to read “Performance Work Statement (PWS) for Marine Air Ground Task Force (MAGTF), Command and Control, Communications, Computers, and Intelligence (C4I), System of Systems Technical Support Services (SoSTS).”

Q6. According to Section 9 of the attached DD 254, the DD 254 does not appear to be the correct one for this contract. If this is not the correct DD 254, please supply the correct DD 254 for this Solicitation. If correct please conform PWS to match.

A6. The DD 254 has been corrected to match the PWS as it should.

Q7. In the Original, 8 July PWS, key personnel included the Systems Analyst. In Amendment 1, SF 30, page 4, it was changed to read Sr. Program Analyst. In Amendment 1, Q&A #1, Question #1, it was changed to read Sr. Program Analyst. In Amendment 3, Q&A #3, Question #6, it was changed to read Sr. Program Analyst. However, in Amendment 5, PWS dated 28 August, the position was changed back to read Systems Analyst. As there is no System Analyst listed in the Labor Category tables on Amendment 5, SF 30, page 26 or on Amendment 5, SF 1449, page 32, is the proper labor category Systems Analyst or Sr. Program Analyst?

A7. The position should be a Sr. System Analyst; the position was subsequently changed on the RFQ estimating chart under Section M.

Q8. Amendment 5, states on page 23 that one (1) CD will be provided containing both Vol I and Vol II. However, on page 24 it states that CD versions of Vol I & II shall be provided separately. Please clarify. Are you requiring one CD for Volume I and one CD for Volume II or a single CD?

A8. A single CD containing Volumes I and II will suffice for this effort, provided there is enough disk space for both volumes.
