SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS

QUOTATION REQUIREMENTS

L.1 QUOTATION COMPLIANCE

Quotations shall remain valid for a period of at least 60 days from the closing date of the RFQ.

The Government will consider how well the Offeror complied with these instructions when evaluating the Offeror’s capability to perform the prospective contract. Offerors are advised to use Attachment (J.5) for clarification of any part of these instructions that they do not understand.

L.2 GENERAL CONTENT OF QUOTATIONS:

1. The Offeror’s proposal must include all data and information requested and must be submitted in accordance with these instructions. Any Offeror who submits an incomplete package may be considered unacceptable. The offer shall be compliant with the requirements as stated in the Performance Work Statement. Non- conformance with the instructions provided may result in an unfavorable proposal evaluation.

2. The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal should not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to the address how the Offeror intends to meet these requirements. Offerors shall assume that the government has no prior knowledge of their facilities and experience, and will base its evaluation on the information presented in the Offeror’s proposal. Proposals received that fail to provide convincing rationale to address how the Offeror intends to meet the solicitation requirements may be determined non-responsive and may not be considered for award.

3. Elaborate brochures or documentation, binding, detailed art work, or other embellishments are unnecessary and are not desired.

4. The Government intends to evaluate offers and may award a contract without discussions with Offerors.

Therefore, the Offeror’s initial offer should contain the Offeror’s best terms from a price and technical standpoint.

However, the Government reserves the right to conduct discussions and clarifications if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; and waives informalities and minor irregularities in the offers received.

5. No price/cost information shall be included in the technical proposal. Proposals received that fail to separate evaluation factors may be determined non-responsive and may not be considered for award.

6. Proprietary information shall be clearly marked.

L.3 RFQ QUESTIONS & ANSWERS

Offeror’s shall use Attachment 5 to submit contractual and technical questions. Offeror’s shall use the format provided when submitting questions. PDF and uneditable files are not acceptable and will not be answered.

Questions shall be emailed to MCTSSA_SMB_Contracts@usmc.mil.

All questions shall be submitted no later than 4 business days after issuance of solicitation in FBO. Questions received past that date may not be answered and will not affect the due date. Responses to questions will be processed within 4 business days past the due date for questions.

L.4 QUOTATION SUBMISSION

All Volumes shall be submitted in one (1) hard (paper) copy marked as “Original” for Volume I and Volume II separately, and one (1) compact disk (CD) copy containing both Volume I file information and Volume II file information. The Technical Quotation (Volume I) shall not contain pricing information. No price/cost information shall be included in the technical proposal (Volume I). Quotations received that fail to separate factors may be determined not in compliance with Quotation Submission instructions and may not be considered for award.

Factor 2, Personnel Qualifications and Experience;

Factor 3, Past Performance;

Volume II Factor 4, Price

L.5 MARKINGS

Offerors are encouraged to submit their Quotation packages via an overnight express service. Failure to properly address the outer cover could cause an offer to be misdirected and received too late at the required destination. It is important that the outer envelope or wrapping of an offer be addressed as follows:

MCTSSA

ATTN: Contracts, Jon D. Aaron/Sandra Ingram Supply Bldg. 31345 Camp Pendleton, CA 92055-5171 Reference: Solicitation Number: M68909-13-Q-7646

SECTION M - EVALUATION FACTORS FOR AWARD

EVALUATION FACTORS

52.212-2 ADDENDUM EVALUATION – COMMERCIAL ITEMS (JAN 1999)

The Government intends to evaluate quotations and award a task order without discussions. The Offeror’s quotation should contain the Offeror’s best price and technical approach. The Government reserves the right to conduct discussions if it is later deemed necessary. If the Section 8(a) Offeror is rated below “Acceptable” in any evaluation criteria, they may not be considered for contract award.

In order to be considered responsive to this RFQ, the Offeror’s quotation MUST meet all RFQ and PWS requirements. Unsupported promises to comply with the contractual requirements will not be sufficient.

Evaluation Areas and Factors

GENERAL. The Government will apply the following evaluation factors to identify the lowest-priced, technically acceptable proposal. The evaluation factors represent key areas of importance to be considered in the source selection decision. The factors have been chosen to support meaningful discrimination between and among competing quotations. The quotations will be evaluated against the Government‘s requirements using four factors, listed in descending order of importance.

Factor 1 – Technical Understanding and Approach Factor 2 – Personnel Qualifications Factor 3 – Past Performance

Factor 4 – Price/Cost Proposal (evaluated but not rated)

PROCEDURES. The Price Quotations will be evaluated separately from the Technical Quotations, but not rated.

An adjectival rating and risk assessment will be used to establish technical merit and performance risk.

Technical Ratings: The technical ratings to be used for Factors 1, 2, and 3 are:

Rating Description Acceptable Proposal meets requirements and indicates an adequate approach to and understanding of the requirements. Strengths and weaknesses are generally offsetting or will have little or no negative impact on contract performance. Risk of unsuccessful performance is no worse than moderate.

Unacceptable Proposal does not meet requirements and contains one or more deficiencies. Proposal is unawardable.

52.212-2 ADDENDUM EVALUATION – FACTORS

Offeror shall submit a separate Technical, Personnel, and Price Quotations. The Technical Quotation shall not contain pricing information.

Factor 1. Technical Understanding and Approach

Offeror shall describe in a narrative format their technical understanding of the requirement and their technical approach to meeting the requirements of the Performance Work Statement (PWS). The Offeror shall describe their ability to provide continuous quality support for the tasks in the PWS and Deliverables.

This factor may not exceed 30 pages (to include Cover/Title Page, Table of Contents, Acronym List, PWS Compliance Matrix/Cross-Reference).

The Government will evaluate if the Offeror demonstrates a thorough understanding of the proposed work through their submitted Technical Quotation concerning the studies and analysis tasks relating to Test and Evaluation of Marine Corps Air Ground Task Force (MAGTF) Command & Control Communications and Computer and Intelligence (C4I) System of Systems (SoS). The Government will further evaluate if the Offeror’s startup timeframe meets the needs of the Government.

Other Technical Criteria. Material omission(s) may cause the technical proposal to be rejected as unacceptable.

Proposals which are generic, vague, or lacking in detail may be considered unacceptable. The Offeror’s failure to include information that the Government has indicated should be included may result in the proposal being found deficient if inadequate detail is provided. The Government cannot make award based on a deficient offer.

Factor 2. Personnel Qualifications

The Offeror shall identify key personnel who are qualified to perform the work described in this PWS, and submit resumes for government review. Key personnel include the Program Manager, Systems Analyst and Test Analyst.

Key personnel performing tasks under this PWS should have current technical experience and expertise configuring, employment, testing and evaluating Marine Corps Command, Control, Communications, Computers and Intelligence (C4I) systems of systems, to include: Marine Corps C4I architecture and employment, system of systems testing, distributed joint testing, and shall be otherwise qualified to perform the work described herein.

Offeror shall describe relevant MAGTF C4I SoS technical qualifications, currency of skills, and required experience of key personnel and the correlation of key personnel to the work requirements; required security clearances for all personnel; estimated labor hours for each labor category in the PWS; and total estimated hours proposed for each labor category.

Key personnel shall be otherwise qualified to perform the work described in this PWS, and after contract award, shall not be substituted without the permission of the Contracting Officer. During the term of the contract performance, no personnel substitutions will be permitted unless such substitutions are necessitated by an individual’s sudden illness, death, or termination of employment.

Request for approval of substitutions shall be made in writing with a detailed explanation of the circumstances along with a resume of the proposed individual. Proposed substitutions shall at a minimum have the equivalent qualifications of the person being replaced.

This factor may not exceed 20 pages. Offerors may submit supporting documentation (i.e., resumes, staff matrix, contingency hire letters, etc.), however, the total combined submission shall not exceed 20 pages. The Offeror shall provide resume(s) for key personnel.

Labor categories will be evaluated to ensure the Government receives the best value of labor mix for this requirement. All personnel shall possess the appropriate skills and work experience to ensure effective technical performance of PWS requirements.

Below are the estimates of anticipated hours. The hours are estimated total hours and apply to each option period.

They cannot be broken down any further. Since this is a FFP effort, these estimates are provided only to assist offerors with determination of an appropriate labor mix required to meet the Government’s requirement. The hours specified DO NOT commit the Government to any specific labor charges.

OTHER DIRECT COSTS:

CONUS TRAVEL: $20,000.00

*** Tasks 3.1 through 3.3

**Task 3.2 and 3.3 *Task 3.1

For evaluation purposes ODC’s for travel shall be estimated in the amount of $20,000.00 (NTE).

Factor 3. Past Performance

Offeror shall submit a listing of relevant past contracts pertaining to its experience over the past three (3) years in performing MAGTF C4I SoS and like services as described in the PWS. The list shall contain the contract number, dollar value, description of project, Government points of contact (name, address, telephone number, and email address), and cite any challenges encountered and overcome. Performance assessments will focus on Department of Defense contracts. The Past Performance Questionnaire (PPQ) shall be sent by the Offeror to their customers to allow for sufficient time for completion and forwarding directly back to the PCO and Contract Specialist by the due date.

This factor may not exceed 10 pages (does not include PPQs).

The Government will evaluate whether the Offeror and/or proposed personnel (if applicable) demonstrate a successful performance history in meeting and managing the same or similar technical requirements. The Government may use information other than that provided by the Offeror in its evaluation of past performance. The PPQ is a method of collecting this information to include personal knowledge as well as other references. In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available, the Offeror will receive a "neutral" rating and will not be evaluated favorably or unfavorably for past performance.

Factor 4. Price/Cost

Offeror shall submit a proposed price for each contract line item number (CLIN) in their submitted technical quotation, list the labor category, the number of hours for the labor category, the fully burdened hourly rate, and the total labor cost for each task and/or subtask, which shall correlate to the estimated labor hours proposed in Factor 2.

Proposed prices shall not be more than the prices offered to the general public for the same labor category. Offeror shall clearly identify firm labor prices by labor category for each option period.

Other Direct Costs, if required, shall be identified and supported by a breakout to include identification of the cost element and the rationale. Travel costs shall be within the Department of Defense Joint Travel Regulations.

General and Administrative (G&A) and Overhead (OH) rates shall not be separately priced.

This factor may not exceed 20 pages.

The Government will evaluate if the Offeror demonstrates price reasonableness by comparing the fixed-price hourly rates offered to commercial prices for similar services, and historical data obtained from other Government agencies.

The Government may additionally conduct a price analysis through a comparison of the independent Government estimate, by comparing the total price to other competitive prices received, or by any other price analysis technique necessary to determine the price to the Government to be fair and reasonable.

As part of price evaluation, the Government will evaluate its option to extend services (see FAR Clause 52.217-8) by adding six (6) months of the Offeror's final option period price to the Offeror's total price.

Offerors are required only to price the base and option periods. Offerors shall not submit a price for the potential six month extension of services period.

Price Proposal / Payment Schedule. Provide a breakout of your participating team members (i.e., labor), associated schedules, travel, and Other Direct Costs (ODC) necessary to support your technical approach, mapped to the associated CLIN. Provide any discount that you intend to apply to your total pricing. ODCs that are considered “unique, or exceptional” must be clearly delineated at the time of proposal submission to be considered for payment during the period of performance. Unauthorized purchases will not be authorized as ODCs. The price proposal shall contain pricing for the base period and option periods.
