This pre-solicitation notice was posted on April 15, 2026, with a due date of April 21, 2026, providing stakeholders a brief window to submit comments or questions regarding the proposed sole-source justification. The maintenance contract will cover comprehensive service including two preventive maintenance inspections annually, 24-hour guaranteed emergency response Monday through Friday, software revisions, unlimited service visits five days per week, and unlimited telephone support for instruments and applications. The sole-source procurement is justified based on Becton Dickinson being the manufacturer and sole provider of maintenance services capable of maintaining these validated diagnostic instruments critical for patient care at the Clinical Center. The total contract value is $25,617.60 for the one-year service period covering two instruments: the BD FACSCanto II Flow Cytometry Cell Analyzer (Serial #V96100699) and attached FACSLoader (Serial #F06500302). The service agreement encompasses labor, travel expenses, and parts for both instruments, excluding consumable items and printers, ensuring that the Clinical Center maintains uninterrupted diagnostic capabilities for hematologic testing and monitoring of neoplasms. This procurement falls under NAICS 339112 (Surgical and Medical Instrument Manufacturing) and PSC category J066 (Maintenance/Repair/Rebuild of Equipment), reflecting the specialized nature of biomedical equipment maintenance services.
