About this opportunity

The Department of the Navy Naval Supply Systems Command issued a notice of intent to sole-source visor strap assemblies for T-6 aircraft helmets, with a response deadline of September 18, 2026. The procurement is justified under simplified acquisition procedures based on exclusive licensing and airworthiness mandates that identify the required parts by proprietary part numbers unique to a single manufacturer.

Naval Air Systems Command is procuring 1000 units each of the Visor Strap Assembly (Inner), Part Number B7182, and the Visor Strap Assembly (Outer), Part Number B7078, for integration into HGU-68/P flight helmets used across the T-6 training fleet. The dual-visor system enables pilots to transition seamlessly between clear and tinted visors during flight without physically swapping visors, reducing foreign object debris risk, head-down time, and distraction during high-workload phases while maintaining continuous eye protection against glare, bird strikes, and canopy fragmentation.

The justification for sole-source acquisition cites an official Naval Air Systems Command Interim Flight Clearance that explicitly mandates purchase directly from the identified manufacturer using proprietary visor part numbers 96D9738-2 and 96D9739-2. Market research via GSA e-Buy identified zero alternative vendors capable of supplying the required straps. Use of any other product would violate flight clearance requirements and compromise pilot safety. Delivery is due September 30, 2026. NAICS 315990; PSC 8475.

Notice text

The integration of the dual-visor system in the T-6 aircraft will significantly enhance aircrew
safety and operational efficiency by eliminating the hazardous requirement to physically swap
visors during flight. By allowing pilots to seamlessly transition between clear and tinted visors,
this upgrade mitigates the risk of introducing Foreign Object Debris (FOD) into the cockpit and
drastically reduces "head-down" time and distraction during critical, high-workload phases of
flight. Ultimately, this modernization ensures continuous eye protection against glare, bird
strikes, or canopy fragmentation while maintaining optimal situational awareness, thereby
directly lowering the mishap potential within the T-6 training environment.
