About this opportunity

The National Oceanic and Atmospheric Administration is cancelling solicitation 1305M326Q0251 for electrical repair services at the NOAA Western Regional Center in Seattle, Washington, effective June 30, 2026, and intends to resolicit the requirement within two to four weeks. This was a total small business set-aside.

The original RFQ, issued June 22, 2026, sought commercial construction services for electrical repairs at Hangar 32 with a performance period of six months from Notice to Proceed. Work includes repairing faulty installation in panel F2, demolishing and removing old and unsafe panels and disconnects in stairwells and hangar entries, installing a new Generator Manual Transfer Switch, and correcting electrical safety issues per the McKinstry Hangar 32 Remediation Electrical Facility Assessment. The contractor must provide one-line electrical diagrams stamped by a Washington-licensed Professional Engineer, updated panel schedules, electrical load calculations, and as-built drawings. Work must comply with OSHA standards, the National Electric Code, the International Building Code (2018), UFC 3-301-01, and all applicable local, state, and federal codes.

The NAICS code is 238210 (Electrical Contractors and Other Wiring Installation Contractors) with a small business size standard of $19.0 million. The PSC is N061. Evaluation emphasizes non-price factors (technical approach, capability, experience, and past performance) as significantly more important than price. Offerors must demonstrate knowledge of electrical repairs, provide two references from similar projects within the past two years, and include Asbestos-Containing Materials certification. A bid guarantee of 20 percent of bid price or $3 million (whichever is less) applies. Davis-Bacon prevailing wage requirements apply to Washington King County construction work. Payment is made electronically through the Invoice Processing Platform System with Net 30 terms.
