About this opportunity
The Department of the Navy Naval Sea Systems Command seeks fabrication and assembly of two PL 8-120 High Integrity Containers (Low Pressure Resin Catch Tanks), with proposals due June 1, 2026. The procurement is conducted under FAR Part 12 simplified acquisition procedures for commercial items on a firm fixed-price basis with no set-aside.
Place of performance is Portsmouth, Virginia, with final delivery to Energy Solutions' Barnwell Logistics facility in South Carolina. The NAICS code is 332420, Metal Tank (Heavy Gauge) Manufacturing; small business size standard is 750 employees.
The specification requires extensive modifications to the baseline PL 8-120 design per Duratek and Energy Solutions drawings. Each unit must achieve a usable volume of at least 600 gallons, withstand temperatures to 140 degrees Fahrenheit, and include a support collar assembly, closure pan assembly with specified penetrations (3-inch media inlet camlock, 1-inch dewatering camlock, 2-inch vent with cyclonic separator, ultrasonic level detection transmitter, camera and light housings), and four 1-micron panel filters with dewatering headers. All components must be fabricated from corrosion-resistant materials with non-hazardous coatings; mercury-free components are required. Lifting liner bail assemblies must meet ANSI N14.6-1993 standards with 3:1 yield and 5:1 ultimate load-bearing capacity.
Vendors must provide calibrated fill testing with level flag positioning data, hydrostatic and pneumatic testing at 5 psig, magnetic particle inspections of lifting components, wire rope breaking strength certification, and drop weight or Charpy impact testing for the lifting bail assembly. Certification of compliance with Energy Solutions Quality Assurance Program and South Carolina Department of Environmental Services approvals is mandatory. Storage at the Barnwell facility is available for up to 48 months. FOB Destination applies with contractor responsible for all inspection and quality control. Quotes must remain valid for a minimum of sixty days.
