About this opportunity

The Indian Health Service is soliciting proposals for two (2) Tour Coordinator positions to provide non-personal healthcare services at the Northern Navajo Medical Center in Shiprock, New Mexico. Tour Coordinators will coordinate patient admissions, discharges, and transfers between outpatient/emergency departments and inpatient units, as well as arrange patient transport to outside facilities for higher levels of care. Candidates must possess a current, unrestricted Registered Nurse (RN) license from any U.S. state, with a minimum of 36 months of nursing experience including at least two years in a tour coordinator environment, along with current Basic Life Support (BLS) and Advanced Cardiac Life Support (ACLS) certifications. Additional requirements include passing background investigations, providing immunization documentation, obtaining fitness-for-duty certification, and signing a Business Associate Agreement to safeguard Protected Health Information under HIPAA. The government will evaluate offers based on technical capability, key personnel qualifications, ability to meet the performance schedule, and pricing, with the proposal deadline extended to January 28, 2026, at 10:00 AM MST.

This is a total small business set-aside with no incumbent contractor, as this is a new requirement. The contract will run for a six-month base period from February 9, 2026, through August 8, 2026, with four optional six-month extension periods available thereafter. The estimated staffing requirement is 1,040 labor hours per position per six-month period (2,080 combined hours), with Tour Coordinators working 3-4 twelve-hour shifts per week on a rotating schedule including days, evenings, nights, weekends, and holidays. Compensation will be based on hourly labor rates as determined by the Department of Labor Wage Determination for San Juan County, New Mexico, which includes fringe benefits and paid sick leave in accordance with federal contracting requirements. The place of performance is Northern Navajo Medical Center, US Highway 491 North, Shiprock, New Mexico 87420, and interested parties should direct questions to Michelle James at michelle.james@ihs.gov or 928-871-5841.
