About this opportunity
The Air Force Space Command is soliciting proposals for development and delivery of technical rescue training curricula and in-person instruction in Mexico, with quotations due June 10, 2026 at 12:00 PM Mountain Time. The procurement is a total small business set-aside under NAICS 611430 (Professional and Management Development Training).
Place of performance is Mexico City at UNAM and ENAPROC facilities. The contractor must develop Spanish-language rope rescue and trench rescue curricula aligned with NFPA 1006 and 1670 standards and deliver eight in-person courses: rope rescue operations, technician, train-the-trainer, and CENAPRED-instructor-led operations (each 40 hours, up to 25 participants); equivalent trench rescue courses at those three levels; and curriculum development conferences for awareness, operations, and technician courses. Rope rescue awareness curriculum must be developed for virtual delivery by CENAPRED with no in-person instruction. All contractor instructors must hold NFPA Technician-level certifications and professional Spanish fluency. The contractor bears all travel, lodging, per diem, shipping, and in-country logistics costs. Materials must be provided in Spanish only, including 30 copies of participant materials for contractor-led courses and 40 copies for CENAPRED-instructor-led courses. The government retains unlimited data rights to all curriculum materials developed under the contract.
The solicitation structure includes 26 contract line items priced on a firm-fixed-price basis across two performance periods (July 26–June 27 and July 26–April 28). Amendment 1, issued June 2, incorporates revised PWS Revision A1, updated CLIN sheet, and answers to submitted questions. Evaluation uses Acceptable/Unacceptable ratings for prior Spanish-language training capability and trainer certifications, and subjective trade-off for curriculum design, materials quality, international collaboration experience, and trainer development methodology, with technical factors weighted significantly more heavily than price. Quotations require a one-page cover letter, technical response (25-page limit for most factors), price schedule, 15-page sample chapter, and 15-page Master Instructor Guide. Questions are due May 26 at 12:00 PM Mountain Time. Award will be made to the responsible offeror providing best value without requiring final quote revisions.
