About this file

This is a Performance Work Statement (PWS) for NORAD and USNORTHCOM J45 Advisory and Assistance Services, issued Revision A as of May 1, 2026, for technical rescue trainings and curriculum development in Mexico.

The contract requires the development and delivery of comprehensive rope and trench rescue training curricula tailored to Mexico's National Civil Protection School (ENAPROC) administered by the National Disaster Prevention Center (CENAPRED). The base requirement includes curriculum development and in-person instruction for four Rope Rescue courses (Awareness—development only; Operations, Technician, Train-the-Trainer, and CENAPRED-Instructor-Led Operations) plus equivalent Trench Rescue courses. All instruction must be provided in Spanish to Mexican responders at training locations in Mexico City (UNAM and ENAPROC). The contractor must develop comprehensive, editable course materials including manuals, visual presentations, instruction guides, and question banks aligned with NFPA 1006 and 1670 standards. All rope rescue instructors must hold NFPA Technician-level certification with demonstrated training experience; identical requirements apply for trench rescue instructors. The contractor is responsible for all logistics, shipping of materials, curriculum development conferences with CENAPRED (with USNORTHCOM review required three weeks in advance), in-person training delivery, and provision of training aids and supplies. Deliverables include curriculum development conferences prior to each course, eight total in-person courses over 40 hours each for up to 25 participants, monthly activity and financial reports, post-course After Action Reports, and a Quality Control Plan submitted within seven days of award. The work is performance-based with quality assurance surveillance, and the government retains unlimited data rights to all course materials developed under the contract, which are to be shared with CENAPRED.

1.0 DESCRIPTION OF SERVICES

The NORAD & USNORTHCOM J45 Foreign Humanitarian Assistance (FHA) Program requires trainings developed with and delivered to Mexico’s National Civil Protection School

(ENAPROC) administered by Mexico’s National Disaster Prevention Center (CENAPRED) including Rope Rescue Awareness, Operations, Technician, Train-the-Trainer, and CENAPRED-instructor-led Courses AND Trench Rescue Awareness, Operations, Technician, Train-the-

Trainer, and CENAPRED-instructor-led Courses. All courses shall be in Spanish, and given to an audience of Mexican responders. FHA requires a complete training curriculum to be developed with CENAPRED and shared with the audience for each course, that is tailored to the organization and suitable for training future course iterations. FHA requires the Contractor to meet with the CENAPRED organization to present and edit a draft of the curriculum for each course. Following the curriculum development with CENAPRED, FHA requires the Contractor provide each course in-person, in Spanish, with the exception of the Awareness courses, which will be hosted virtually by CENAPRED after being developed by the Contractor.

The base of this requirement is curriculum development and training for the Rope Rescue courses.

This includes 1) the course development and instruction for the following four courses with all training materials provided to the audience and CENAPRED: Rope Rescue Operations, Technician, Train-the-Trainer, and CENAPRED-Instructor Led Training with Observation, 2) a curriculum development conference for each of the four courses listed in “1,” and 3) course development and course development conference only (no in-person instruction) of Rope Rescue

Awareness course compatible for CENAPRED to transition to a virtual course.

4.0 MISSION

The FHA Program plans, coordinates, and executes FHA to build Partner Nation (PN) capacity and partnerships to respond to shared threats and respond to humanitarian crises in the sectors of

Disaster Preparedness/Disaster Risk Reduction, Health, Basic Education, and Basic Infrastructure.

5.0 BACKGROUND

USNORTHCOM partners with the Government of Mexico to build capacity and capability in disaster response. USNORTHCOM supports CENAPRED in developing curriculum for its

National Civil Protection School (ENAPROC). CENAPRED is responsible for disaster risk reduction programs, policy, and emergency management training coordination in Mexico. This contract enables partnership between CENAPRED and USNORTHCOM in which CENAPRED will experience end-to-end development of a capacity and training curriculum and has trainers and a curriculum ready to begin giving these trainings. CENAPRED’s intent is to include these trainings under the curriculum offered by ENAPROC.

The Contractor shall provide access as soon as possible, but not to exceed one (1) workday after the request.
