10. Basis for Award. The Government intends to award an FFP contract resulting from the RFQ to the responsible Offeror whose quotation presents the best value to the Government. For this solicitation selection will be made utilizing the subjective trade-off methodology. The Government will use a combination of Acceptable/Unacceptable (pass/fail) and subjective trade-off as the basis for award as described below. The Subfactors 1.1 and 1.2, will be evaluated as Acceptable/Unacceptable and the Subfactors 1.3, 1.4, 1.5, and 1.6 will be evaluated as a subjective trade-off. Subfactors 1.3, 1.4, 1.5 and 1.6 are considered significantly more important than Factor 2, Price. This may result in an award to a higher rated, higher priced Offeror, where the decision is consistent with the evaluation factors, and the CO reasonably determines that the Subfactors 1.3, 1.4, 1.5 and 1.6 of the higher priced Offeror outweighs the price difference. Factor 2 will be assessed for reasonableness, completeness, and balance.
The Government intends to award based on the initial quotation submission without http://www.sam.gov/ mailto:desiree.thomas.6@spaceforce.mil mailto:flavio.ely.1@spaceforce.mil mailto:desiree.thomas.6@spaceforce.mil mailto:flavio.ely.1@spaceforce.mil interchanges. Offerors are highly encouraged to quote their most advantageous pricing in their initial response. The responses to this RFQ are intended to be evaluated, and award made, without interchanges unless interchanges are deemed to be in the best interest of the Government. Interchanges are fluid interaction(s) between the Contracting Officer (CO) and the Contractors that may address any aspect of the quote and may or may not be documented in real time. Offeror responses to interchanges will be considered in making the award selection decision. Interchanges may be conducted with one (1), some, or all Offeror’s as the Government is not required to conduct interchanges with any or all contractors responding to this RFQ. If the Government enters interchanges, the Government will not request final quote revisions.
Offerors who do not quote the entire package requested will be considered non-responsive and their quotation may not be evaluated. The Government intends to select one contractor;
however, the Government reserves the right to award no contract at all.
