Marine Corps Installations - National Capital Region seeks a standalone RFID firearm accountability system for the National Museum of the Marine Corps, with proposals due September 9, 2026. This is a total small business set-aside, restricting competition to small business concerns; quotes submitted by non-small businesses will not be considered for award.
Place of performance includes two locations: Building 2121, Rowell Road, Marine Corps Base Quantico, Virginia (Weapons Storage Vault), and 1775 Semper Fidelis Way, Triangle, Virginia (National Museum of the Marine Corps). The requirement is for a complete, air-gapped passive UHF RFID system to track and maintain real-time accountability of more than 3,500 firearms across both sites. The system must operate standalone with no internet connectivity, cloud hosting, or remote access; function over Government-provided local Wi-Fi only; support perpetual software licensing with no recurring costs; and store all data locally with full Government ownership and control. Hardware includes two ruggedized Windows 11 Professional laptops (minimum i7 processor, 16GB RAM, 1TB SSD, integrated CAC reader), minimum 4,000 passive UHF RFID tags pre-encoded with inventory data, two handheld Zebra RFD9090 readers (minimum 8-foot read range), three fixed RFID portal systems (Impinj R700 readers with Times-7 A8065 SlimLine antennas), and SmarTrak Digital Asset Tracking Software. The Contractor must provide installation, end-to-end testing, initial data entry, on-site training at both locations, and comprehensive documentation. A minimum 12-month hardware and software warranty with 24-hour technical support response is required. Delivery and operational acceptance are required no later than 60 days after award. Award will be firm-fixed-price on an all-or-none basis to a single firm. Quoters must be authorized resellers or distributors. For "equal" product offerings, vendors must submit descriptive literature, pictures with measurements of RFID tag physical dimensions, and a completed Compliance Matrix; quotes without such documentation will not be considered for award. INSTRUCTIONS TO QUOTERS - Commercial Products and Commercial Services.
GENERAL INTENTION: Marine Corps Installations - National Capital Region (MCI-NCR) has a commercial Brand Name or Equal requirement for a Radio Frequency Identification (RFID) inventory system. In accordance with FAR Part 12, the MCI-NCR Regional Contracting Office is issuing a commercial solicitation for the acquisition of such supply/service. Required specifications are listed in the Schedule of Supplies/Services within this solicitation.
VENDOR QUESTIONS: Questions about this RFQ must be submitted via email to both David Laster and Michael Bogatyr at the following email addresses: michael.bogatyr@usmc.mil; david.laster@usmc.mil.
Questions shall be submitted no later than Wednesday, 26 August 2026, at 11:00 AM Eastern Time. No late questions will be accepted. Any resultant amendment from Q&A will be posted with Q&A.
CUSTOMER: National Museum of the Marine Corps (NMMC)
PROCUREMENT APPROACH: The Contractor's quote shall reflect the characteristics and level of quality that will satisfy the Government's need as described in the Schedule of Supplies/Services and the Item Description. A single firm-fixed price (FFP) award will be issued and it is the Government's intent to award on an "all-or-none" basis to satisfy this requirement. The Government reserves the right to issue no award at all resulting from this solicitation.
This is a notice that this order is a total set aside for small business concerns. Only quotes submitted by small business concerns will be accepted by the Government. Any quote that is submitted by a contractor that is not a small business will not be considered for award.
PAYMENT TERMS: NET 30. Invoices must be submitted via the Wide Area Workflow (WAWF) in accordance with DFARS 252.232-7006 which is included in this solicitation.
This requirement is restricted to authorized resellers/distributors of the quoted supply. Quotes will only be accepted by authorized resellers/distributors.
REQUIRED DELIVERY: The delivery date is no later than 60 days after date of contract award, or 30 November 2026, whichever is soonest.
TECHNICAL COMPLIANCE: To ensure technical compliance:
a. Quotes must clearly demonstrate that they can meet the solicitation requirements in accordance with the Description. If applicable to the item(s) quoted, the manufacturer's name and manufacturer's complete part numbers of all items quoted shall be submitted in the quote.
b. Quotes must clearly state whether the quoter can meet the requested delivery date. Vendors who cannot meet the required delivery date will not be considered technically acceptable.
Please note: Submission of a signed copy of the RFQ alone is not sufficient in demonstrating the quoter's technical compliance/capability. A mere statement that the quoter will meet the Government's requirement or a restatement / copy of the Government's requirements without any
additional information provided by the quoter is not sufficient in demonstrating the quoter's technical compliance/capability.
IMPORTANT NOTE:
To be considered for award, offers of 'equal' products must submit descriptive literature, cuts, or illustrations showing that the proposed product meets or exceeds the salient characteristics listed in this solicitation.
All submissions must include picture(s) and physical descriptions of the RFID tags to be included to ensure the technical specifications meet the Government's requirements.
SUBMISSIONS RECEIVED WITHOUT PICTURES (WITH MEASUREMENTS AND DESCRIPTIONS OF ALL PHYSICAL DIMENSIONS) WILL NOT BE CONSIDERED FOR AWARD.
SUBMISSION OF QUOTES:
a. Quotes shall be submitted no later than the time and date specified on Block 8 of page 1 of the SF1449 solicitation. Late quotes
will not be accepted or considered for award. Vendors are responsible for ensuring their quotes have been received by the date and

Government agency.
