About this opportunity
The Naval Supply Systems Command intends to award a sole-source purchase order to Elsevier Inc. for a 150-seat quota of web-based Emergency Nurse Residency Program courses, with a response deadline of September 1, 2026, and performance beginning September 29, 2026 through September 28, 2030.
This is a follow-on to existing purchase order N0018925PZ572. The requirement covers access to Elsevier's Emergency Nursing Orientation and Emergency Nursing Triage courses plus the Clinical eLearning platform to support Navy Medical Forces Development Command (NMFDC) in meeting Navy Emergency Nursing annual training requirements. The procurement will be conducted under FAR Part 12 simplified acquisition procedures on a firm fixed-price basis.
Competition is precluded under FAR 6.302-1 based on proprietary rights; Elsevier holds exclusive patent and copyright protections over the curriculum and distributes it exclusively through Elsevier Clinical Solutions. The Navy certifies that no other sources provide the necessary features and that service discontinuation would impact Navy Medicine's mission and patient safety through loss of standardized training across Navy Medical Treatment Facilities.
Place of performance is Naval Supply Systems Command Fleet Logistics Center Norfolk. The NAICS code is 611430 (Educational Services), with a $15 million business size standard. The solicitation notes that this is not a request for quotes; the Government will consider information received solely to determine whether competitive procurement is warranted, with the decision remaining entirely within Government discretion. No payment will be made for submitted information.
