About this file

This is a Justification for Sole Source document for a simplified acquisition procedure to the Small Business Administration (SAT) threshold. The U.S. Navy is procuring continued access to Elsevier Inc.'s Emergency Nurse Residency Program courses under CAGE Code 43DS5 on a sole source basis, with competition precluded per FAR 6.302-1. The purchase request document number is listed as TBD.

The requirement is for access to Elsevier's Emergency Nurse Residency Program courses and Clinical eLearning platform to support Navy Medicine's healthcare professionals. The service provides standardized online training for emergency nursing assets across the Navy's enterprise, enabling Navy ER/Trauma nurses to obtain continuing education credits and maintain consistent training and competencies across all Emergency Departments at Navy Medical Treatment Facilities (MTFs). The anticipated cost is redacted in the document. The required period of performance spans from September 29, 2026 through September 28, 2027, consisting of three 12-month option periods. This is a follow-on to existing purchase order N0018925PZ572. The justification for sole source procurement is based on proprietary rights: Elsevier holds full patent and copyright protections over its training curriculum and materials, which are distributed exclusively through Elsevier Clinical Solutions. The document certifies that no other sources possess the necessary features to meet the government's minimum needs and that discontinuing access would negatively impact Navy Medicine's mission and patient safety through loss of standardized training.

Text version

Source Selection Information – See FAR 2.101 and 3.104 is accessible online to all Navy ER/Trauma nurses, ensuring consistent training and understanding of didactic materials in all Emergency Departments (ED) at Navy MTFs. By mastering basic ED knowledge, ER/Trauma nurses can provide exceptional patient care to different patient populations they encounter daily. With unlimited enterprise access, ED nurses can complete the modules and obtain continuing education credits.

A patent, copyright or proprietary data limits competition.

Elsevier is the sole provider of its training curriculum, as it holds full proprietary rights to the specific content and strategies. All training materials are patented/copyrighted and only distributed by Elsevier Clinical Solutions. Other sources lack the necessary features to meet the Government's minimum needs. Maintaining access to Elsevier’s Nurse Residency Program course is vital to supporting Navy Medicine’s mission of delivering exemplary healthcare services by ensuring all personnel are equipped with the latest skills and knowledge. Discontinuing access would have significant, negative impacts on Navy Medicine’s mission and would result in a decline in standardization and competencies.: The absence of a structured, standardized training platform would lead to inconsistencies in training, which could compromise the quality of care and patient safety.
