About this opportunity
The Federal Highway Administration (FHWA) has issued a Special Notice for a road and parking lot rehabilitation project in New Mexico's El Vado and Heron State Parks. The project involves a total small business set-aside contract for comprehensive infrastructure improvements across approximately 5.23 miles of roadway. Specifically, the project will target State Park Road 5001 in El Vado State Park and access roads within Heron Lake State Park. The contract opportunity has been carefully consolidated to maximize procurement efficiency, with the Senior Procurement Executive approving the consolidation on March 6, 2025. The estimated project value ranges between $5,000,000 and $10,000,000, with an anticipated advertisement in March 2025.
The primary objective of this Special Notice is to notify potential small business contractors about an upcoming roadway rehabilitation project with specific technical requirements. Eligible contractors must be classified as small businesses and capable of executing full depth reclamation (FDR) work, which includes processing 78,000 square yards of roadway, installing 13,000 tons of asphalt concrete pavement, and performing auxiliary improvements like pavement markings, sidewalk construction, and culvert cleaning. The project is divided into a main schedule (Schedule A) focusing on El Vado State Park and an optional scope (Option X) covering Heron Lake State Park's access roads and parking lots. Key project deadlines include a planned construction start in June 2025 and completion by September 2025. Contractors interested in this opportunity should carefully review the technical specifications and prepare comprehensive proposals that demonstrate capability in state park infrastructure rehabilitation.
