About this opportunity
The Air Force Sustainment Center's Tinker Air Force Base contracting office (AF SC/PZIMB) seeks quotes under Solicitation FA812627Q0004 for replacement of the nitrogen piping system serving a plasma spray booth, with responses due November 9, 2026. The procurement is a Total Small Business set-aside.
Work is performed at Tinker Air Force Base, Oklahoma City, Oklahoma, in Building 3001. The contractor must demolish existing nitrogen piping and install new 316 stainless steel piping rated for 5,000 psi working pressure, in alignment with drawing 24E173 and ASME B31.3, connecting the nitrogen generator, storage cylinders, regulator, and spray booth. The contractor furnishes all labor, materials, tools, equipment, and lifts. Valves that are components of the generator, tanks, regulator, or spray booth are excluded, and the existing inline filter at the spray booth may be reused. The project approximates 275 to 325 feet of pipe run plus 50 to 75 feet at 25 feet above finished floor. CLIN 0001 covers one each, with performance due 60 days after receipt of order.
Requirements include hydrostatic testing to 7,500 psi for one hour and pneumatic testing at 5,500 psi for two continuous hours with zero leaks. Welders must hold 6G certification in 316 stainless steel, and the contractor must obtain AF Form 592 welding permits and comply with 29 CFR 1910 Subpart Q and NFPA 51B. Work is limited to Monday through Friday, 0700 to 1900 hours, excluding federal holidays and base closures. Delivery vehicles are restricted to designated truck gates. All vendors must be registered in SAM, and lack of registration disqualifies the vendor from award.
Award goes to the technically acceptable vendor offering the lowest evaluated price. Quotes must include vendor information, pricing, proposed delivery date, and technical proof of specification compliance. Wage Determination 2015-5315 Revision 31 under the Service Contract Act applies to Oklahoma counties and is effective 8/12/2026. Attachments are the wage determination, Performance Work Statement M26-191, and drawings. The procurement is coded NAICS 811310 and PSC J049.
