The Department of Agriculture Agricultural Research Service seeks nitrogen generator service and maintenance for two facilities in Wenatchee, Washington and Hood River, Oregon, with quotations due August 17, 2026 at 5:00 PM Central Time. Place of performance includes the Tree Fruit Research Laboratory in Wenatchee, WA and the Mid-Columbia Experiment Station in Hood River, OR. The contractor must provide monthly onsite preventive maintenance and 24-hour emergency response for Shiflett's membrane nitrogen generators paired with Kaeser SM 7.5 compressors. All service work must use OEM parts, and the contractor is responsible for employee training, permitting, and licensing. A USDA employee must remain present during each visit and contact a USDA security point person upon arrival. The contractor must employ properly trained personnel capable of servicing the nitrogen generator systems.
The contract includes a one-year base period plus three one-year option periods. Pricing must be inclusive of all costs, fees, and travel. The Government intends a single firm-fixed price award evaluated on lowest price technically acceptable criteria, considering price fairness and reasonableness, technical acceptability addressing SOW requirements and key personnel qualifications, and past performance. Service Contract Labor Standards apply, with prevailing wage determinations for Washington (Chelan and Douglas counties) and Oregon (Hood River, Sherman, and Wasco counties) effective May 13, 2026. Quotations must remain firm for 90 calendar days from receipt. All invoices must be submitted electronically through the Invoice Processing Platform; vendors must enroll at https://www.ipp.gov/vendors/index.htm.
