Statement of Work (SOW)
Project: ARS Nitrogen Generator Service
GENERAL INFORMATION
1.0 Scope of Work: Routine maintenance and unexpected servicing on the USDA-
ARS Tree Fruit Research Laboratory’s and Mid-Columbia Experiment Station’s nitrogen generator systems.
2.0 Background: The Tree Fruit Research Laboratory (TFRL) in Wenatchee, WA, and
Mid-Columbia Experiment Station in Hood River, OR, of the USDA-ARS generate their own nitrogen gas to supply controlled atmosphere chambers and liquid chromatograph-mass spectrometer instruments. A Shiflett’s membrane nitrogen generator with a Kaeser SM 7.5 compressor were installed and set-up in the TFRL
October of 2022 by Shiflett’s Inc., of East Wenatchee, WA. The same model of nitrogen generator and compressor will be installed by Shiflett’s Inc. at the Hood
River location this year (2023). Monitoring, maintenance, and repair with OEM parts are required. Onsite response is required within 24 h of a breakdown.
CONTRACTOR REQUIREMENTS
3.0 Technical Requirements/Tasks:
1. Service shall be provided at:
USDA – ARS Tree Fruit Research Laboratory

Wenatchee, WA 98801 and
USDA - ARS Mid-Columbia Experiment Station
3005 Experiment Station Dr
Hood River, OR 97031
2. The contractor is responsible for their employees training, permitting, licensing, and personal protective equipment (PPE) for the service of nitrogen generator system equipment.
3. Monitor system performance and consumables.
4. Consumable costs are included in the contract.
5. Perform generator membrane service by replacing moisture and oil filters with
OEM parts at recommended replacement intervals.
6. Perform service on the generator compressor according to factory specifications at recommended intervals. Service on the compressor may also include replacing drive motor bearings, hose lines, and the control cabinet fan at recommended intervals.
7. Repair nitrogen generator system (membrane and compressor) using OEM parts .
4.0 Government Furnished: N/A
5.0 Deliverables / Schedule:
1. Contractor will make monthly onsite visit to monitor system performance and replace consumables.
2. In the event of a breakdown, contractor will make an onsite visit within 24 h to assess issues.
3. Repairs must be made using OEM parts.
6.0 Travel: N/A
7.0 Contractor’s Key Personnel: Contractor must have the properly trained and skilled personnel to service the nitrogen generator system.
8.0 Security Requirements: Upon arrival, contractor must contact a USDA employee by phone to gain access to the building. The USDA employee will be present throughout the visit and answer questions the contractor may have.
9.0 Data Rights: N/A
10.0 Section 508 – Electronic and Information Technology Standards: N/A
