About this opportunity

The National Institute of Standards and Technology (NIST) at its Boulder, Colorado campus is seeking qualified contractors to perform construction services for the replacement of an existing laboratory fume hood and associated rooftop exhaust system in Building 2, Room 1330. This pre-solicitation notice is market research to identify capable small business contractors for what will be a Firm-Fixed-Price (FFP) construction project under NAICS Code 236220 (Commercial and Institutional Building Construction). Key contract requirements include the contractor's ability to manage comprehensive demolition and replacement work encompassing architectural, mechanical, plumbing, electrical, and fire alarm modifications, as well as structural design and installation of exhaust stack supports and ASHRAE 110 performance testing of the completed system. Interested contractors must submit capability statements of no more than ten pages via email to lauren.lopez@nist.gov by March 18, 2026 at 5:00 PM Mountain Time, and all vendors must be registered at SAM.gov. The submission must include company information, UEI number, primary contact details, business size and socio-economic status, relevant construction experience, bonding capacity, technical capability discussion, and any proprietary information identification; evaluation will consider the contractor's experience, bonding capacity, technical expertise, and ability to perform FFP construction work at the Boulder, Colorado location.

This opportunity is set aside for Total Small Business, with all small business designations encouraged to respond, including Service-Disabled Veteran-Owned Small Businesses (SDVOSB), Women-Owned Small Businesses (WOSB), HUB Zone small businesses, Veteran-Owned Small Businesses (VOSB), and Small Disadvantaged Businesses (SDB). No incumbent contractor information is provided in this pre-solicitation notice, as this is a market research phase. The specific budget or award value is not disclosed in this notice, though the project involves upgrading a 1992-era tabletop fume hood to a new walk-in fume hood with a rooftop-mounted hazardous exhaust fan system. The anticipated period of performance is approximately six months from the date of award, with work to be conducted during regular business hours (7:00 AM to 5:00 PM Monday-Friday) at the NIST Boulder Campus located at 325 Broadway, Boulder, Colorado. Following analysis of submitted capability statements, NIST may issue a competitive Request for Proposal (RFP) to qualified contractors, though submission of a capability statement does not commit the Government to award a contract.
