About this opportunity
The National Institute of Standards and Technology seeks removal and replacement of an existing laboratory tabletop fume hood and associated rooftop exhaust fan in Building 2, Room 1330 at its Boulder, Colorado campus, with proposals due July 23, 2026. The procurement is a total small business set-aside, foreclosing competition outside that pool.
Place of performance is Boulder, Colorado. The project encompasses demolition and replacement of countertops, sink, base cabinetry, plumbing connections, and architectural finishes; mechanical work including removal of existing fume hood, ductwork, and rooftop exhaust fan with installation of a new walk-in fume hood (minimum 62.5-inch interior width with bypass louvers), hazardous exhaust fan, exhaust stack, and duct connections; electrical work including removal and installation of circuits serving the fume hood and exhaust fan, installation of cable tray and dedicated 20-ampere receptacles for laboratory equipment, reconnection of lightning protection systems, and bonding of hood and exhaust system; plumbing work reconnecting existing piping to new sink and eyewash station; and fire alarm work installing a supervised fume hood panic alarm system connected to the building fire alarm panel. The contractor must also provide structural design and installation of exhaust fan stack supports, perform ASHRAE 110 performance testing of the hood and exhaust system, and coordinate construction activities with NIST personnel.
The fume hood must achieve 60 feet per minute average face velocity with performance compliance per modified ASHRAE Standard 110. Acceptable manufacturers include Bedcolab, Labconco, or equal. The hood must be made in America with 95 percent or more domestically sourced materials, fabricated within the United States, and the manufacturer must be ISO 9001 certified with 30 years of fume hood manufacturing experience and ten reference installations. The project period is 180 days from Notice to Proceed. NAICS code is 236220, Commercial and Institutional Building Construction. Davis-Bacon prevailing wage rates apply, ranging from $11.76 to $56.57 hourly plus fringe benefits. The site visit is scheduled June 17, 2026 at 2:30 PM outside Building 2; questions are due June 22, 2026. Amendment 0002 (July 8, 2026) extended the proposal deadline from July 1 to July 23 and incorporates 24 contractor Q&As addressing facility requirements, waste disposal, equipment protection, structural calculations, and electrical specifications. Amendment 0003 (July 17, 2026) addresses asbestos inventory findings (3 percent asbestos in sink undercoating and 4 percent in window caulking in Room 1330) and requests bidding clarifications on asbestos abatement assumptions, penetration routing, manufacturer specifications, and roofing system details.
