About this opportunity

The Defense Logistics Agency (DLA) is soliciting proposals for Niobium Metal Ingots to support the National Defense Stockpile through a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The procurement requires high-purity niobium metal ingots meeting ASTM B391 Type R04200 standards, with strict specifications for chemical composition, physical dimensions (1200mm length, 200mm diameter), and impurity levels. Contractors must manufacture and package the ingots within the Continental United States and utilize an independent third-party laboratory certified in ISO 17025 for chemical analysis and testing. The evaluation will follow Lowest Price Technically Acceptable (LPTA) procedures with three primary factors: Technical Approach (including six subfactors covering material description, certificates of analysis, packaging, labeling, sampling, and testing), Past Performance, and Price. The original proposal deadline of August 29, 2025 has been extended to September 2, 2025 at 3:00 PM EST through Amendment 0003.

This solicitation is conducted as a full and open competition with no set-aside designation for small businesses, targeting contractors under NAICS code 331410 (Nonferrous Metal Smelting and Refining) with a size standard of 1,000 employees. The IDIQ contract carries a guaranteed minimum value of $5,000,000 and a maximum ceiling of $50,000,000 over the five-year performance period. DLA Strategic Materials plans to procure approximately 380,360.48 pounds of niobium metal ingots total, with annual quantities ranging from 62,000 to 91,074.68 pounds distributed across three pricing tiers based on order volumes (14,000-56,000 lbs, 56,001-98,000 lbs, and 98,001-140,000 lbs). All niobium metal ingots must be delivered to the DLA Strategic Materials Scotia Depot in New York, with the primary place of performance listed as Fort Belvoir, Virginia. The contract structure includes two Contract Line Item Numbers: CLIN 0001 for the Niobium Metal Ingots themselves and CLIN 0002 for third-party testing and sampling services.
