SP8000-25-R-0014 Amendment 0002 is issued to answer questions from the vendors submitted prior to the question deadline of 21 AUG 2025 at 3:00 PM EST.
Q 1.Does the DLA require a third-party COA sample?
A The contractor must submit a sample COA with their proposal in accordance with the SOW.
The sample COA is not required to be from a third-party, however the final COA to be included with material delivery should be from the third-party laboratory.

2. Section 10.2.C – what is the Merge Number?

3. Is the size of the ingot open for revision? To offer the most cost-effective product, we would like to offer instead 14” diameter x 80” long, cut in half to 40” to fit on a pallet.
Would this be acceptable?
A Yes, this would be acceptable.

4. Is the full volume going to be offered to a single company, or is there an opportunity to have the volume split between companies?
A. Yes, It is going to be a single awardee.

5. The SOW states the contractor must employ a third-party analytical chemistry lab. ATI Specialty Alloys and Components has a long-standing onsite industry known analytical lab accredited to certify all primary metals we manufacture as well as providing testing services to multiple commercial and government companies. Please advise if ATI can certify in lieu of an external 3rd party company or if DLA will identify the independent lab where samples should be submitted.
A : A third-party lab is required for the testing of the material. Government contracting professionals do not permit the program personnel to recommend subcontractors/ businesses to the offeror. However, the program personnel will consider the lab’s previous experience in the analysis of niobium metal ingots, the lab’s previous experience with the offeror, the lab’s reputation in industry, and the lab’s accreditations.

6. ATI has onsite DCMA representatives who perform oversight activities for all GSI requirements. Please advise if they are authorized to perform witness of our sampling plan.
A A representative from DLA-SM will witness sampling operations.

7. ATI produces standard Niobium ingots that exceed the size & weight called out in the SOW. Please advise if DLA is open to two separate proposals, one that includes our standard size and one that includes conversion to the size requested. Our as cast Gr1 or Gr2 ingots are ~17” diameter x 100” length and weight between 5,250-5,500 lbs.
A DLA-SM is open to altering the SOW size requirements.

8. The material specification identified in the RFQ is for Niobium ingot which closely matches a product known as NbGr1. ATI has little to no known history selling this grade of Niobium to any government defense application and we wish to confirm if a more suitable grade is better suited. NbGr1 is typically sold to commercial customers for high energy physics applications. NbGr2 which is also comparable to the specification in the SOW contains additional Tantalum and is used primarily for the medical market.
ATI can produce either grade with NbGr2 representing a lower cost. Please advise if the specification identified in the SOW is best for defense applications.
A The specifications in the SOW were written to support DOD systems and were derived from RFI responses and discussions with industry. Only material complying with the SOW will be accepted.

9. Will DLA consider advance funding for procurement of input material, or will payment be only authorized at completion of order? We would ask for 40% as advance funding.
A The awarded IDIQ resulting from this RFP will not constitute an obligation of funds. No performance will take place without a funded DO. No advance funding will be allowed. Payment will be authorized at completion of order once the Quality Assurance Specialist has issued a written notification of acceptance of each lot of material delivered. (as per SOW)

10. Will DLA ask ATI to pursue waiver of tariffs if applied to the raw material procurement?
A The Federal Government is exempt from any type of Taxes. Duty Free procedures apply to this requirement
