About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center is seeking single-source calibration services for National Instruments (NI) hardware from NI Corporation. The solicitation (FA822225QB012) requires calibration of 16 High Frequency Hardware units and 12 RF Analyzer/Generator PXIE 5667 units across four military locations including Aviano, Italy; Kadena Air Base, Japan; Joint Base Pearl Harbor-Hickam, Hawaii; and Otis Air National Guard Base, Massachusetts. The contract will use a Lowest Price Technically Acceptable (LPTA) evaluation approach, with offerors required to be registered in SAM.gov and have a current SPRS NIST 800-171 DoD Assessment. Key submission deadlines include questions due by 12:00 PM MDT on March 28, 2025, and final proposals due by 10:00 AM MDT on April 2, 2025. Proposals should be submitted electronically to mitchell.carver@us.af.mil and ashlee.hawkins@us.af.mil.
The solicitation is designated for large businesses under NAICS code 334515 with a size standard of 750 employees. While the total estimated contract cost is redacted, the contract specifies a 30-day delivery timeframe after equipment receipt, with the contractor responsible for receiving, calibrating, and returning hardware to its original sites. The procurement is structured as a Firm Fixed Price contract, with the government anticipating hardware shipment within 7 days of award. Multiple efforts were made to seek competition, including searches of DoD, GSA, and NASA procurement catalogs, but National Instruments remains the sole source due to the proprietary nature of their calibration equipment. The equipment originates from the 309th Software Engineering Wing (SWEG) located at Hill AFB, Utah, with the calibration process requiring detailed certificates that include laboratory identification, test methods, item descriptions, calibration results, and measurement uncertainties.
