The procurement is set-aside for total small business and will be evaluated on a Lowest Price Technically Acceptable basis.
Place of performance is the BLM Wyoming Newcastle Field Office area. Work spans August 16, 2026, through February 28, 2027, across six treatment units: Cedar Ridge Units 1 and 2 (896 acres total) requiring manual cut and pile with delimbed material cut to lengths under 4 feet; Cedar Ridge Units 2-1 and 1-1 through 1-11 (90 acres) requiring lop and scatter; and TL Reservoir Units 1 and 2 (348 acres) requiring manual cut and pile with ponderosa pine thinning to 20' x 20' spacing. The NAICS code is 115310, Support Activities for Forestry, with a $34 million size standard. PSC code is F014, Natural Resources/Conservation–Tree Thinning.

Quotes must include a signed SF1449, technical proposal addressing equipment and personnel qualifications, past performance documentation with satisfactory CPARS ratings, and a completed price proposal schedule with per-acre and total pricing for each unit. Amendment 0001 (effective July 16) corrected the performance period dates; Amendment 0002 (issued July 22) addressed questions arising from the July 14 site visit and provides additional clarifications on water requirements, slash pile positioning, and boundary treatment specifications. Acknowledgement of both amendments is mandatory. Contracting Officer Linda Neely is reachable at 458-899-4077 or linda_neely@ios.doi.gov.
