About this file
This is a Solicitation Questions and Answers (Q&A) document for solicitation number 140L3726Q0039, issued by the United States Department of the Interior, Bureau of Land Management, Fire and Aviation division on July 22, 2026. The document addresses contractor inquiries regarding the NFO Forestry & Fuels contract, which involves Class III survey work and vegetation treatment within designated project unit boundaries. This is a new contract with no previous incumbent contractor; portions of the project area may have been surveyed previously, but those surveys are no longer considered current and cannot satisfy contract requirements.
Key clarifications provided include: camping is permitted within the remote project area; all designated vegetation within project unit boundaries must be treated with no boundary offset required; slash piles must be positioned a minimum of 20 feet beyond the dripline (outermost edge of a tree's canopy) rather than 20 feet from the tree trunk; contract extensions may be granted on a case-by-case basis when justified by limited or unforeseen circumstances; and the requirement to maintain 500 gallons of water for fire preparedness does not apply during periods of freezing temperatures when compliance is impractical. The document was signed by Linda Neely on July 22, 2026.

SOLICITATION Q&A July 22, 2026
NFO Forestry & Fuels Solicitation Number 140L3726Q0039
CONTRACTOR QUESTIONS GOVERNMENT RESPONSE
Is this a new contract, or is there an incumbent contractor currently or previously performing these services? If applicable, please provide the current or previous contract number.
This is a new contract. No previous contractor performed the Class III survey work required for these project acres. While portions of the area may have been surveyed in the past, those surveys are no longer considered current and cannot be used to satisfy the requirements of this contract.
Is camping permitted within the project area? Due to the remote location of the project area, camping may be permitted..
Please clarify the requirement to pile material at least 20 feet from the dripline of a tree.
The dripline is the outermost edge of a tree's canopy where water would naturally drip from the branches. All slash piles must be located a minimum of 20 feet beyond the dripline, not 20 feet from the tree trunk.
Is there an offset from the unit boundary where work should begin, or is all vegetation within the boundary to be treated?
No boundary offset is required. All designated vegetation within the project unit boundaries is expected to be treated in accordance with the contract requirements.
Can the Government grant an extension to the period of performance if unforeseen circumstances arise?
Extensions may be considered and approved on a case-by-case basis when justified by limited or unforeseen circumstances.
Is the contractor required to maintain 500 gallons of water for fire preparedness during periods of freezing temperatures?
No. The requirement to maintain 500 gallons of water for fire preparedness does not apply during periods when freezing temperatures make compliance impractical.
