About this opportunity

The Department of Health and Human Services has issued a Special Notice of Intent to Award a Sole Source Contract for maintenance and support services related to a NextSeq 2000 DNA sequencer. This notice is not a competitive solicitation but rather an announcement of the government's intent to award a firm fixed price contract to Illumina, Inc. under the simplified acquisition procedures outlined in FAR subpart 13.106-1(b)(1)(i). The contract falls under NAICS code 811210 (Electronic and Precision Equipment Repair and Maintenance) and PSC code J066 (Maintenance, Repair, and Rebuilding of Equipment- Instruments and Laboratory Equipment). The government has determined that Illumina is the sole reasonably available source due to exclusive licensing agreements and the company's monopoly on replacement parts and software for this specialized equipment.

The objective of this procurement is to secure annual maintenance, cleaning, replacement parts, and software upgrades for the NextSeq 2000 DNA sequencer to ensure optimal equipment performance and preventive maintenance. Interested parties have three calendar days from the publication date of March 31, 2026 to respond to this notice, with a deadline of April 3, 2026. Parties wishing to challenge the sole source determination must provide clear and convincing evidence that competition would be advantageous to the government; however, the government reserves the right not to conduct a competitive procurement based solely on its discretion. No reimbursement will be provided for costs associated with submitting capability information. Responses will be evaluated exclusively to determine whether a competitive procurement should be pursued rather than the intended sole source award.
