About this opportunity

The U.S. Army Contracting Command - Orlando is issuing a Commercial Solutions Opening (CSO) to procure innovative live-fire training devices for the Next Generation Trackless Targets (NGTT) Family of Products program. The government seeks advanced trackless mobile targets that simulate moving infantry and vehicle targets capable of operating on any terrain without requiring permanent range structures. Key requirements include compatibility with the Army's TRACR II range control software, realistic representation of individual and vehicle movements across varied terrain types (sand, hills, mud, grass, vegetation, snow), deployment capability to both continental and overseas locations, and the ability to survive engagement by small caliber ammunition through .50 caliber rounds. Evaluation will be based on technical merit and cost per the CSO criteria, assessed across three phases: Phase 0 solution briefs due February 12, 2026 at 4:00 PM EST; Phase 1 evaluation within approximately 30 days; and Phase 2 live demonstrations within 120 days at locations including Fort Stewart, Fort Benning, or Camp Blanding. The government reserves the right to make multiple awards or no awards based on evaluation results and funding availability.

This solicitation contains no set-aside designations and does not identify any potential incumbents or current contractors. No specific award value or budget range is stated in the available documentation. The government intends to award a single contract for both infantry and vehicle platform variants, though it may split requirements based on submitted solutions. Phase 0 solution briefs are limited to a maximum of 10 pages or 20 slides and must address executive summary, technology concept, company viability, and intellectual property considerations. The place of performance is Orlando, Florida, though the actual training and demonstration activities will occur at Army ranges, with selected Phase 2 offerors responsible for bearing their own attendance and travel costs.
