About this file

This file is a Questions and Answers (Q&A) document for the Next Generation Trackless Targets (NGTT) Call for Solutions issued by the U.S. Army Contracting Command - Orlando. The Q&A addresses 33 inquiries from industry regarding evaluation criteria, technical requirements, demonstration timelines, and intellectual property rights. Key procedural clarifications include: Phase 0 solution briefs are due February 12, 2026, with Phase 1 evaluation anticipated within 30 days; Phase 2 live demonstrations are scheduled within 120 days at potential locations including Fort Stewart, Fort Benning, and Camp Blanding, with offerors responsible for their own attendance costs; Phase 2 demonstrations will assess terrain traversal, speed, threat visualization, live-fire survivability, and other specified capabilities; and acceptance testing and analysis/examination activities will occur post-award. The government clarified that the CSO does not require TRACR II software integration for Phase 0 submission but awards will ultimately require operational compatibility with TRACR II software. Additionally, the government indicated intent to award to a single contractor for both infantry and vehicle platform models, though it may split requirements based on submissions; will request no less than Government Purpose Rights to technical data developed with government funds; will consider updating specifications if industry innovation equals or exceeds current performance specifications; and 5.56mm Enhanced Performance Round standoff requirements are 50 meters for all ammunition types.

NEXT GENERATION TRACKLESS TARGETS (CALL FOR SOLUTIONS)
#DocumentSection. Page No.Question/CommentRecommendation / ConcernGov't Response
1On what basis will proposals be evaluated, Best Value or Lowest Price Technically Acceptable? If Best Value, what is the relative importance of the evaluation criteria?Proposals will be evaluated based on cost and technical merit. Offerors are reminded that this CSO doesn't have to follow all procedures under FAR Part 15 .For Phase 0/1, the submission will be evaluated strictly on the criteria in section 5.1 and 6.2 of the posted CSO.
2Are the PS requirements all pass/fail? Ie will an offeror be rejected for failing to meet a single requirement? If so, when is the offeror expected to meet all requirements?Offeror will be evaluated based on the criterion set forth under paragraph 5.1 and 6.2 of the CSO
3What are the timelines?

. Phase 0 responses are due Feb 12 2026.

. Phase 1 (Solution Brief Evaluation): how long will this take?

. Phase 2 (Solution Presentation Pitch): when should industry expect the live demonstration to occur?Phase 1 begins upon receipt of the offerors' submission on Feb 12. It is anticipated that the evaluation will take no more than 30 days. The Phase 2 submission and live demonstration is currently being planned by the Govt team and should take place no more than 120 days from today. The Govt is coordinating with Ft Stewart, Ft Benning and Camp Blanding as the potential locations for the demo. The offerors' being selected for submission into Phase 2 will be notified of the date and location of the demo once it has been finalized.
4What will be evaluated at the Live Demonstration in Phase 2?See CSO Paragraph 8.2 (a-h). The Govt will publish a more detailed demo plan to the offerors' that are selected to participate in Phase 2. As a summary, the Govt may assess the offerors' NGTT ability to: traverse varying terrain, speed, visual representation of threats on the vehicle and infantry variants, ability to withstand live-fire, and other requirements.
5Will the systems be expected to run on TRACR II at the Phase 2 Live Demonstration? The Govt may assess this in Phase 2. However, given that it cannot be assessed in Phase 2, this by itself would not preclude an offeror from being invited to Phase 3. Offerors must note that any offeror that is awarded this contract WILL have to operate their NGTT through TRACR before they can field to a location.
6PS 4.1.2 (“Methods of Verification”) says that D (Demonstration) will be performed at Acceptance Testing, is that the Live Demonstration in Phase 2 or is that after contract award? Can you provide the scale of the event eg. number of rounds fired, number of soldiers shooting and what calibers, and a description of the scenario?Acceptance testing will be performed after contract award. Further details will be provided prior to phase 3. Please note that Phase 2 Live Demo is separate from post award production acceptance testing.
7For those requirements to be verified by Analyses/Examination: when is that to occur?Analysis/Examination will be performed after contract award.
8On pdf-page 5, there is a table of DODICs that appears to be a duplicate of the information on pdf-page 34. Is this an error? This is a formatting error. Intent was to provide DODIC list solely in Appendix A.
9Section 3 of the solicitation states: “The Solution Brief must identify any intellectual property involved in the effort and associated restrictions on the Government’s use of that intellectual property.”. Can the government please provide direction on what IP rights the government is seeking? The Government will request no less than Government Purpose

Rights to all technical data associated with the contract (IAW DFARS Subparts 227.71 and 227.72) developed with Government funds.

10PS 3.1.3: “Next Generation Trackless Target System shall be capable of being deployed permanently onto a range with existing RF infrastructure”. Can the government please provide details of the existing RF infrastructure with which the NGTTs should integrate?RF infrastructure will vary by range and will be addressed after contract award.
11PS 3.1.6 refers to “mounted ancillary equipment”, what does it mean? Not relevant for phase 0.
12PS 3.1.7 begins with “Next Generation Trackless Targets shall have a means to charge any batteries independent of range Infrastructure.”.

. The next 2 sentences describe (i) charging from a GFE generator, and (ii) charging from shore power.

¦ Do trailers need to carry a power source (e.g. generator) to charge on ranges with neither (i) nor (ii)?

. The next 2 sentences are about “Electrical Power sources deployed with the Next Generation Trackless Target”, describing NEMA 4 and NEMA 13 ratings.

¦ If all charging is by either (i) government-furnished generators or (ii) shore

power, what does this relate to?Not relevant for phase 0.
13PS 3.2.3 “Fully-armored Next Generation Trackless Target - Infantry platform, including

lifter and target, must be capable of payloads to Include, at a minimum Thermals and MILES device.”. Re “Thermals”: is this a vendor-supplied thermal capability, or a third-party device (like MILES is)? If third-party, can the government provide

specifications please? Not relevant for phase 0.
14PS 3.2.5 “The Next Generation Trackless Target - Infantry Presentation Device power

supply energy capacity shall support greater than or equal to 30 Operational_Cycles per hour. An operational cycle is defined as one expose and conceal iteration.“. The requirement talks about energy but specifies it as a rate (implying power). Is there a

duration for which this rate should be sustained? Similar for PS 3.3.14.Not relevant for phase 0.
15PS 3.2.13 Infantry Braking: “The Next Generation Trackless Target - Infantry Platform

shall stop and conceal in the event that the platform loses power.”. Does this imply that the target-lifter should have some kind of passive mechanism (e.g. spring) to force the

target down when not powered? Not relevant for phase 0.
16PS 3.3.3 “A fully-armored Next Generation Trackless Target - Vehicle platform, including

lifter and target, must be capable of payloads to Include, at a minimum, Thermals and all equipment required for battlefield effects.” Re Thermals and “equipment required for battlefield effects”: is this vendor-supplied or third-party? If third-party, can the

government provide specifications please? Not relevant for phase 0.
17PS 3.3.4 “Next Generation Trackless Target - Vehicle shall integrate with and mount a

battlefield effects simulator as specified by the government.”. Could the government

provide specifications please? Not relevant for phase 0.
18PS 3.3.10 “The Next Generation Trackless Target - Vehicle platform shall travel at a

speed of less than or equal to 20 miles per hour (16 kilometers per hour) as dictated by engagement scenarios.”. The conversion doesn’t look right, 20mph is not 16km/h.

Which is correct?Correction will be made in the PS. Speed should be less than or equal to 20mph (32.19km/h).
19PS 3.3.12 “When the Next Generation Trackless Target - Vehicle Platform is traveling at

25 mph on flat terrain and the [Stop] TRACR II command is received, the Target - Vehicle Platform shall stop in a distance less than or equal to 25 meters upon receiving

the command.”. 25mph is greater than the top speed specified in 3.3.10, please clarify.Correction will be made in the PS. Top speed should be 20mph.
20PS 3.2.5 “The Next Generation Trackless Target - Infantry Presentation Device shall

present Infantry Target_Silhouettes to include a realistic mannequin as defined herein as

well as D1 and E1 targets as defined in TC25-8”. TC25-8 doesn’t appear to define D1/E1 targets, could the government please clarify? Not relevant for phase 0. Refer to the most current version on TC25-8.
21Call for Solutions, 5.1.b) The Technology Concept describes including any development or adaptation. Is this intended to outline technical changes to the vendor's commercial solution in order to meet PS requirements?Yes.
22Call for Solutions, pg 1, NGTT Family of Products. The products include an Infantry model and a vehicle model. Is the government looking for one provider to produce both, or is there an option where the Infantry model is provided by Offeror A and the vehicle model is provided by Offeror B?The intent is for one awardee to provide both the infantry and vehicle models under one contract but the government may consider splitting the requirement based on the solutions submitted. This decision would be made before the conclusion of Phase 3.
23Call for Solutions, pg 4, Phase I: Solution Brief Evaluation. The section notes that Offerors may be invited to participate in Phase 2. If selected, who pays for the Offeror’s attendance at the demonstration site? The Government or the offeror? The Offeror will pay their own expenses for this event.
24Call for Solutions, pg 5, paragraph 7.1b, Proposed schedule and milestones. What schedule is the Government looking for? The schedule to deliver the demonstrated product or a schedule to upgrade the product to meet all performance specifications before shipping to users? In Phase 2, the Government will assess the time needed for the contractor to enhance / innovate their current commercial product as part of this CSO, to produce their products, and to deliver/field them to the sites. The Government may determine in Phase 3 if the offeror's schedule is acceptable or if to negotiate changes to the proposed schedule.
25Call for Solutions, pg 5, paragraph 7.1e, ROM. What ROM is the Government requesting? The ROM to buy the demonstrated product or the ROM to upgrade the product to meet all performance specifications? Not relevent for phase 0. Paragraph 7.1 of the CSO is for Phase 2.
26Can the Government provide details on the quantities for purchase of each target type on this contract? Not relevant for phase 0.
27Typically a CSO is defined by a problem statement and industry is asked to present how they solve the problem, however NGTT has a very tightly defined list of specifications in the PS. Is there a possibility for that spec list to change based on what industry presents during Phase 0 and Phase 2?The Government's intent is to seek an innovative approach. If the innovation provided is equal to or better than the current specification, the Government will consider updating the PS.
28The specification calls for a plywood shell. Is the material critical, or is there scope for a different material (e.g. plastic)? Not relevant for phase 0.
29Will the Government please confirm minimum safe engagement distances of 7m for 9mm and 25m for 5.56mm calibers? Is it expected that NGTT systems provide measures to prevent ricochet from armored steel at these distances? Not relevant for phase 0.
30PS 3.1.12 outlines the System as being TMT-I, TMT-V on/in their trailer.

1. Is the NGTT CSO intending to procure trailers through this solicitation?

2. Are the tiedown provisions IAW MIL-STD-209 for the trailer itself, or the robots, or both? Not relevant for phase 0.
31Vehicle Silhouette Clarification – PS 3.2.5 provides the TC25-8 reference specification for the provided infantry silhouette. PS 3.3.14 calls out the plywood 3D tactical truck silhouette. Is there a TC25-8 reference, or other clarification available, to better define the desired size and/or shape of the tactical truck silhouette? Not Relevant for Phase 0. The requirement in 3.3.13 states that the "Vehicle platform shall be capable of supporting a 3D tactical truck plywood silhouette. The contractor shall provide the schematics for the supported silhouette within 60 days of contract award." so it is contractor provided. In regards to the vehicle target silhouette this is defined in 3.3.14 as "shall present Infantry Target_Silhouettes to include D1 and E1 targets as defined in TC25-8 (T) as well as a realistic mannequin target as defined herein (O)."
32Section 5.0 Appendix A – 5.56mm Enhanced Performance Round (EPR) standoff requirements are listed as 25m. Previous guidance of 50m standoff/engagement distance was used during target engagement with this round. Can you please clarify the 5.56mm EPR standoff requirement?50 meters for ALL 5.56 regardless of ammo type, weapon type, or linkage
33Is the OCI analysis required for the Phase 0 submission? An OCI analysis is not required for the Phase 0 Solution Brief. However, it will be required for offerors selected for the Phase 2 Solution Presentation/Pitch.
