About this opportunity
The U.S. Army Contracting Command - Orlando is seeking innovative commercial solutions for Next Generation Trackless Targets (NGTT) to enhance training realism and soldier lethality through advanced mobile targets that simulate real-world scenarios across all relevant environments. The procurement follows a Commercial Solutions Opening (CSO) format with a multi-phase submission process, requiring targets that are compatible with current Future Army System of Integrated Targets (FASIT) operating software and capable of representing movements of individuals and vehicles across various terrains while being engageable by small caliber ammunition up to .50 caliber. The evaluation process includes Phase 0 solution briefs (5 pages maximum), Phase 1 government evaluation of technical merit and innovation, Phase 2 presentation sessions with technical and business viability assessments, and Phase 3 full proposals with technical and price volumes. Interested offerors must currently submit responses to this Request for Information addressing three specific questions in a maximum 2-page white paper or 5 slides by September 8, 2025. The contracting officers Roberto J. Gotay and Ryan Bueno, along with program officials, serve as points of contact for this opportunity.
This procurement does not utilize any set-aside designations and no current incumbents or contractors are identified in the notice. The government anticipates awarding a single fixed-price contract resulting from the CSO to provide next generation trackless mobile targets over a five-year period following contract award, though multiple awards or no awards remain possible based on evaluation results. The opportunity allows for foreign-owned businesses to participate and permits joint ventures subject to applicable regulations, with the potential for iterative prototyping and possible follow-on production contracts. The government has indicated flexibility in the procurement approach, including the option to adopt a commercial solution without entering a prototyping phase if an appropriate off-the-shelf solution is identified. No specific award values or budget ranges are disclosed in the current RFI documentation.
