About this file

This is a Performance Specification (PS) document for the Next Generation Trackless Targets (NGTT) system, issued by the U.S. Army Capability Program Executive for Simulation, Training and Instrumentation (CPE STRI) on February 2, 2026. The specification defines technical and performance requirements for autonomous, mobile target platforms designed for military training ranges. Two platform variants are specified: an Infantry platform (TMT-I) and a Vehicle platform (TMT-V), each with distinct operational and physical requirements. The systems must integrate with the Army's TRACR II range control software, operate via radio frequency communications, and provide continuous GPS positioning updates. Both platforms require battery-powered operation with specified run times: minimum three hours in constant motion, 72 hours while idling, and ten hours with mixed operation. Charging must be achievable from 0-100% within four hours (Tradable requirement) or two hours (Optimal requirement) using shore power or a 30kW AMMPS generator.

The Infantry platform must fit within dimensions of 55" x 45" x 35" (excluding presentation device) with a maximum of four units transportable per trailer, while maintaining a turning radius of 10 feet and top speed of 10 mph. The Vehicle platform must fit on a single standard trailer with a 30-foot turning radius and 20 mph top speed. Both platforms require armor plating capable of withstanding three impacts from specified ammunition calibers without penetration, along with redundant antenna protection. Critical requirements include presentation devices that expose and conceal targets within two seconds at wind speeds up to 35 mph, shot-sensing capabilities detecting hits at rates up to 16 rounds per second with 97% accuracy, and realistic reactive behaviors programmed through TRACR II commands. Additional specifications address terrain transability, environmental durability across temperature ranges of -40°F to 140°F storage and -30°C to 50°C operation, and worldwide transportability via highway, rail, sea, and air assets compliant with MIL-STD-1366, MIL-STD-209, and MIL-STD-1791. Optional requirements include obstacle avoidance, human detection, and aerial platform engagement support.

4.0 Verification.

4.1 Verification Descriptions.

This section includes all verifications to be performed to determine that the system offered for acceptance conforms to all requirements in Section 3 of this specification. The verification methods and classification of inspection will be driven by the individual contract and previous data collected/accepted by the Government (note: previous data is only applicable to same configuration).

4.1.1 Inspection Conditions.

Unless otherwise specified in the DO, all inspections shall be performed in prevailing environmental conditions that define normal range operations.

4.1.2 Methods of Verification.

Version 1.0

02 Feb 2026

Methods utilized to accomplish verification include:

A. Analysis (A). An element of verification that utilizes established technical or mathematical models or simulations, algorithms, charts, graphs, circuit diagrams, or other specific scientific principles and procedures to provide evidence that state requirements were met.

B. Demonstration (D). An element of verification that generally denoted the actual operation, adjustment, or re-configuration of items to provide evidence that the designed functions were accomplished under specific scenarios. The items may be instrumented, and quantitative limits of performance monitored. The demonstration shall be performed at Acceptance Testing and witnessed by the Government.

C. Examination (E). An element of verification and inspection consisting of investigation, without the use of special laboratory appliances or procedures, of items to determine conformance to those specified requirements which can be determined by such investigations. Examination is generally nondestructive and typically includes the use of sight, hearing, smell, touch, and taste; simple physical manipulation; mechanical and electrical gauging and measurement; and other forms of investigation.

4.1.3 Classification of Inspections.

The inspection requirements specified herein are classified as follows:

A. Qualification Inspection. Associated with the verification activities of test, analysis, and demonstration. These efforts align with verification of measurable attributes of the system.

B. Conformance Inspection. Associated with the verification activities of examination and demonstration. These efforts align with verification of non-measurable or non-quantifiable attributes of the system.

4.1.4 Certified Material Test Report (CMTR).

CMTRs shall contain test data showing substantiating evidence that the product offered meets the PS requirement(s). Substantiating tests may be performed in house or by an independent lab/facility, however the testing method shall be IAW associated test standards defined for a particular requirement within the PS.

4.2 General Requirements Verification.

These requirements shall be verified through qualification and conformance inspection of the fielded system or individual components to ensure compliance to the requirements. These qualification and conformance inspections are a roll-up of all the following verification requirements.

The environmental testing in Section 3.3.1.5 of this document shall be verified through CMTRs.
