About this opportunity
The National Aeronautics and Space Administration (NASA) Marshall Space Flight Center (MSFC) plans to issue a Draft Request for Proposal (DRFP) for the Next Generation Scalable Data Engineering, Operations, and Informatics Support for Open Science (Next Gen) contract, Solicitation # 80MSFC24R0005. The purpose of this acquisition is to obtain research and development services and related services to ensure the Inter-Agency Implementation and Advanced Concepts Team (IMPACT) maintains cutting-edge leadership in areas such as science informatics, machine learning/artificial intelligence, science data systems, and domain science services. Key requirements include providing system architecture expertise, performing operations and maintenance of IMPACT tools and platforms, developing data curation and management approaches, exploring novel tools and platforms, and developing machine learning solutions. Proposals are due by October 10, 2024, and the Government intends to award by July 23, 2025.
This solicitation is anticipated to be a total small business set-aside with a NAICS code of 541715 and a size standard of 1,000 employees. The total contract value, including all options, is estimated at $76 million. The Government does not intend to acquire a commercial item using FAR Part 12. The National Aeronautics and Space Administration (NASA) George C. Marshall Space Flight Center (MSFC) plans to issue a Request for Proposal (RFP) for Next Generation Scalable Data Engineering, Operations, and Informatics Support for Open Science (Next Gen). The Draft RFP was previously posted on www.SAM.gov on July 24, 2024. The solicitation number for this acquisition is 80MSFC24R0005. This acquisistion was previously synopsized under the title 80MSFCNGOSDAPVS on June 6, 2023. The purpose of this acquisition is to acquire research and development services and related services to ensure that Inter-Agency Implementation and Advanced Concepts Team (IMPACT) maintains cutting-edge leadership in science informatics, machine learning/artificial intelligence, science data systems, and domain science services for IMPACT. The contractor will provide scientific research and development support services on IMPACT projects to include:
- providing system architecture expertise;
- performing operations and maintenance of IMPACT developed tools and platforms;
- developing systematic approaches for data curation, management, and stewardship;
- exploring and developing scalable novel tools, services, and platforms;
- providing subject matter expertise in informatics, data science, and information management; and
- developing engineering Machine Learning solutions to advance science data systems.
The Government does not intend to acquire a commercial item using FAR Part 12.
This acquisition is a total small business set-aside.
The NAICS Code and Size Standard are 541715 Research and Development in the Physical, Engineering, and Life Sciences except Nanotechnology and Biotechnology and 1,000 employees, respectively.
The anticipated release date of the final RFP is on or about September 5, 2024, with an anticipated offer due date of on or about October 16, 2024.
All responsible sources meeting the set-aside requirements may submit an offer which shall be considered by the agency.
