About this opportunity
The Department of Veterans Affairs seeks to lease office space for a Concord Vet Center in Concord, California, with revised proposals due October 31, 2026 (originally September 30). The procurement carries no set-aside and is classified under NAICS 531120 (Lessors of Nonresidential Buildings) and PSC X1DB (Lease/Rental of Laboratories and Clinics).
The Government requires a minimum of 4,708 to a maximum of 6,674 ANSI/BOMA Occupant Area square feet of contiguous first-floor space in a modern quality building. The lease term is 20 years with 10 years firm, and the Government retains termination rights in whole or in part after the firm term with 180 days' notice. Required parking includes 30 surface, secured, and lit spaces. The space must be located in a prime commercial office district with proximity to public transportation (subway, light rail, or bus rapid transit within 1,320 feet).
Building standards mandate seismic safety compliance under high seismicity standards (ASCE/SEI 41), ENERGY STAR certification or qualifying exceptions with cost-effective energy improvements, ABA accessibility compliance, fire protection and life safety systems certified by a licensed fire protection engineer, asbestos management (no asbestos-containing materials or undamaged nonfriable ACM only), and Phase I Environmental Site Assessment. Facility Security Level II security requirements apply, including video surveillance with 30-day recording capability, intrusion detection systems, duress alarms, access control systems with identity verification, and cybersecurity safeguards prohibiting Kaspersky-branded products and federal network connections.
The Tenant Improvement allowance is $202.00 per ABOA square foot. Pricing must itemize building shell rental, tenant improvement amortization, Building Specific Amortized Capital (BSAC), operating costs, and parking on GSA Forms 1364 and 1217. Award will be based on best value using four equally weighted technical factors (Facility, Site, Past Performance, and Experience), with price as secondary consideration. Present value analysis applies at 5 percent discount rate and 2.5 percent annual operating expense escalation. Offerors must maintain active SAM registration, provide evidence of conditional financing commitment, demonstrate property ownership or acquisition agreements, and submit detailed supporting documentation including scaled CAD floorplans, security and tenant improvement unit price lists, construction schedules, past performance questionnaires, design and construction team qualifications, and seismic, environmental, and historic preservation compliance evidence. Department of Labor prevailing wage rates for Contra Costa County apply to construction labor.

CONCORD RLP Q&As
Thank you for reaching out and expressing interest in the Concord Vet Center lease opportunity. There have been questions asked regarding this request for Offers, so I have complied a list of questions with the answers for your reference. Please see below…
1. I noticed that both a Sources Sought notice and the RLP were posted on SAM.gov on the same date under separate notice IDs. Is the Sources Sought associated with the current RLP, or is it intended as a separate market research effort?
Yes. The RLP is now extended to October 31, 2026.
2. Section 1.06 of the RLP references several exhibits and attachments, including the Lease, Agency Requirements, pricing forms, and other supporting documents. However, the SAM.gov posting appears to include only the RLP document. Will the remaining exhibits be provided by amendment, or are they available upon request?
The agency requirements referenced in Section 1.06(B) are included in the attached exhibits.
3. If that structure is not acceptable, is there another arrangement that would allow CloseMachine to serve as the Government's contractual lessor while partnering with the property owner?
The Government allows the property owner to serve as the source, provided they have established legal property management. This arrangement ensures that the owner retains responsibility and meets the necessary leasing requirements.
If you would like additional clarification regarding the offeror structure or are interested in exploring alternative arrangements about responding to the RLP, I recommend consulting APEX Accelerators, which can be found on the SAM.gov website for comprehensive support.
4. Could you also provide the additional agency requirements referenced in Section 1.06(B) and the past-performance questionnaire?
The agency requirements referenced in Section 1.06(B) are included in the attached exhibits.
5. TI Allowance-- $202 per ABOA. Is this a mistake? The national RLP is about $58/ ABOA.
No this is not a mistake. Please refer to RLP
6. BSAC—please confirm there is none requested.
BSAC is included in TIA
7. Parking—the requested parking ratio is double the market for office buildings and all of the buildings offer non-reserve stalls.
Please refer to RLP for parking requirements.
