About this opportunity
The Department of State Office of Acquisition Management is seeking design-build construction services for a new Embassy Compound in Ulaanbaatar, Mongolia. The project involves constructing a comprehensive diplomatic facility that includes a 12,024 GSM office building, residential facilities, recreational spaces, storage areas, access control points, utility infrastructure, and parking facilities on a 4.01-hectare undeveloped site. Contractors must be United States persons or qualified U.S. joint ventures and will be evaluated through a two-phase solicitation process, with the first phase focusing on pre-qualification under the Omnibus Diplomatic Security Act. Eligibility will require a Defense Counterintelligence and Security Agency (DCSA) Secret Facility Clearance with Secret safeguarding capability, which contractors must obtain within 180 days of the pre-qualification notice. The selected Architect/Engineer will serve as Designer of Record, responsible for comprehensive construction drawings and specifications across multiple specialized disciplines.
The contract is not set aside for any specific business category and will be competed in the Construction of Buildings NAICS category. The total project is estimated to cost between $300-330 million, with the formal Request for Proposal (RFP) expected to be released in early February 2025. Pre-qualified offerors will be required to attend a mandatory site visit within 10-15 days of RFP issuance, and the resulting contract will be a firm-fixed-price agreement. The project timeline suggests contract execution in 2025, with construction expected to span multiple years given the complexity and scale of the new embassy compound. Interested contractors should closely monitor SAM.gov for the upcoming pre-qualification release and be prepared to demonstrate extensive experience in diplomatic facility construction and security infrastructure development.
