About this opportunity

The Department of Energy is seeking proposals through Lawrence Berkeley National Laboratory for medical equipment, storage, installation, set-up, calibration, commissioning, and training for a new Health Services Clinic under construction at LBNL. The procurement encompasses 23 to 29 distinct medical equipment items from specified manufacturers, including audiometers, clinical exam chairs, medication dispensers, medical monitors, diagnostic equipment, and emergency response supplies, with specific model numbers and mounting requirements detailed in the equipment list. Key contract requirements include NRTL certification for electrical equipment, climate-controlled warehouse storage in the San Francisco Bay Area from July 1, 2026 through October 1, 2026, comprehensive staff training, and compliance with ISO standards and various federal regulations. Evaluation will be based on technical approach addressing lead times and installation requirements, management approach demonstrating team composition and past performance, and price as a differentiator among qualified proposals. The proposal deadline is November 7, 2025 at 3:00 PM Pacific Time, with an amendment issued on October 27, 2025 providing responses to bidder questions, and a second amendment on October 31, 2025 updating representations and certifications requirements.

This procurement is not designated as a set-aside, with the NAICS code 337127 (Institutional Furniture Manufacturing) and small business size standard of 500 or fewer employees. No incumbent contractor or budget value has been specified in the solicitation documents. The project involves acquiring medical equipment for approximately 23 to 29 distinct items with varying quantities, coordinated for delivery to a Bay Area warehouse by July 1, 2026, and installation at LBNL's Berkeley, California facility during October 1-10, 2026, with potential storage extension options if building occupancy is delayed. The subcontractor will be solely responsible for all procurement, warehousing, installation, and training activities under a single award contract, requiring coordination with LBNL's construction manager, Project and Infrastructure Modernization Department, and Facilities Department. The place of performance is Berkeley, California 94720, with the storage facility requirement located in the San Francisco Bay Area to accommodate potential delivery and occupancy delays associated with the clinic's late 2026 construction completion target.
