About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 10 is seeking to procure NeuroQuant Software, a specialized multi-imaging color-coded software system for brain volume quantification and lesion detection. The solicitation (36C25025Q0357) is for a firm-fixed price purchase order of NeuroQuant and NeuroQuant MS software with access to all reports through Valor Network's Platform, hosted in AWS GovCloud. The software will be used on up to two scanners at the John D. Dingell VA Medical Center in Detroit, Michigan. Quotes must be submitted electronically to percy.johnson2@va.gov by 9:00am EST on March 10, 2025, following Simplified Acquisition Procedures under FAR 13. The procurement is an unrestricted, brand name opportunity under NAICS code 541519, which has a small business size standard of $34 million.
The solicitation is not set aside for any specific business category, though market research identified the software as only available through one Service-Disabled Veteran-Owned Small Business (SDVOSB) distributor of the original equipment manufacturer, Cortechs.ai. The estimated cost for the software is $47,995.00, with delivery required to the John D. Dingell VA Medical Center. The software is specifically compatible with Siemens and Philips MRI machines and offers advanced features including 3D and MR imaging capabilities, automated brain volume quantification, and MS pathology scanning. The procurement will result in a purchase order for software licenses that can be used on two medical imaging scanners, with the entire transaction to be completed at the Detroit medical facility. The software will be procured through a direct, brand-specific acquisition that leverages simplified acquisition procedures to streamline the procurement process.
