2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The NeuroQuant software is a multi-imaging color coded software capable of taking 3D images and MR images. This software allows physicians to scan for lesions and automatically segments, counts and visualizes the lesions.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The software is capable of preforming several different scans and detecting multiple brain activity. NeuroQuant is the intellectual property of and owned by Cortechs.ai and protected under copyright and other intellectual property laws.
This software specializes in MS Pathology such as automated quantification of brain volume, lesion load, and atrophy patterns specific to multiple sclerosis. It Integrates with Existing MRI Systems, compatibility with our Siemens/A Philips MRI machines and PACS workflow. It also offers longitudinal tracking such as ability to compare scans over time to monitor disease progression or treatment efficacy. It is also FDAcleared and CE-marked outputs for regulatory adherence.

Searched VetCert using NAICS 541519 and located 4,749 vendors. Searched DSBS (quick market research) using NAICS 541519 and keywords Multi Imaging Color Coded Software, and no vendors were listed. Requested items are not available on GSA or VANAC. OEM has 1 SDVOSB distributor for this item. This action will be competed Open Market, as an unrestricted solicitation.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
