About this opportunity
The U.S. Department of State's Embassy in San Salvador is requesting quotations for the procurement of a new network video recorder (NVR) system with associated installation, configuration, and support services for the International Law Enforcement Academy (ILEA) facility. The solicitation (RFQ 19ES6026Q0021) requires supply and installation of one 160 TB Avigilon AI NVR 2 or newer network video recorder along with networking infrastructure, migration of 107 existing camera channels, software configuration, one year of 24/7 maintenance and support services with a 4-hour response time, and training for up to 10 personnel. Award will be made to the lowest-priced, acceptable, responsible offeror based on completion of required forms, pricing competitiveness, technical capability to perform, and representations and certifications. Prospective vendors must be SAM-registered and are encouraged to attend a mandatory pre-quotation site visit scheduled for May 4, 2026 at 10:30 AM local time at the ILEA facility in Antiguo Cuscatlán, La Libertad. All questions and requests for additional information must be submitted by May 8, 2026, with quotations due on or before May 18, 2026 at 4:00 PM local time to cotoab@state.gov.
This solicitation is unrestricted (full and open competition) with no small business set-asides. While the government has issued a justification for single-source award based on brand-name compatibility with existing Pelco systems, the actual RFQ allows competition and specifies Avigilon AI NVR 2 as the required equipment. The estimated contract value is $110,505.22, including options, and all work must be completed within 90 calendar days of award. Key deliverables include four 10 GB networking cable kits, analytics upgrade kit, video management software installation on workstations, five months of preventive maintenance for existing camera systems, corrective maintenance spare parts (lump sum of $4,000), and a one-year on-site warranty. The place of performance is the ILEA facility located in Antiguo Cuscatlán, La Libertad, El Salvador, where the contractor must employ manufacturer-certified technicians and obtain all necessary local licenses and permits.
