About this file
This document is a project plans file for the North Dakota (ND) Office of Missile Air Defense Program (OMAD) 2025(1) Minuteman Missile Access Road initiative. The Federal Highway Administration (FHWA), in coordination with the Department of Defense (DoD) and the Military Surface Deployment and Distribution Command (SDDC), is administering this Defense Access Road (DAR) program to fund annual maintenance and improvements on certified gravel roads supporting the Air Force Intercontinental Ballistic Missile Program. The project encompasses roads located across six counties in North Dakota that provide access to Minuteman missile facilities.
The scope of work includes roadway reconditioning and the addition of four inches of aggregate surface course with a maximum width of 24 feet, as well as culvert replacement. Work must remain on the existing roadway bench, with a 4% crown applied or as approved by the Contracting Officer. The contractor is required to recondition the existing gravel roadway per Section 303 specifications and taper down the proposed aggregate surface at applicable locations. All work adheres to a typical section design that maintains the integrity of the existing roadway infrastructure while enhancing durability and access to critical defense facilities.
