About this opportunity
The National Park Service seeks construction services to improve visitor access to Carters Pond in Prince William Forest Park, with proposals due September 14, 2026 at 1700 hours local time. The procurement is a total small business set-aside under NAICS 237310 with a $45 million size standard; estimated project value is $500,000 to $1 million.
Place of performance is Triangle, Virginia. The project scope includes constructing a new asphalt parking lot from existing gravel parking, replacing a gravel trail with flexible porous pavement, reconstructing a raised boardwalk over Carters Pond, and removing and replacing an observation deck. All work must be performed by skilled personnel per industry standards and manufacturer specifications, and work shall occur during standard business hours of 7:00 a.m. to 4:00 p.m., Monday through Friday, unless otherwise approved, with the site closed to public use during construction.
The contractor must commence work within 10 calendar days of receiving the Notice to Proceed and complete all work within 160 calendar days, including final cleanup. A bid guarantee equal to 20 percent of the bid price (not exceeding $3 million) is required, and performance and payment bonds are required within 10 calendar days of award. The contractor is responsible for obtaining all required permits, utilities coordination, dust control, erosion and sediment control measures, site security barriers, and waste management.
Award will be made using best value tradeoff analysis. Non-price factors—in descending order of importance: project experience, technical approach, key personnel, and past performance—are approximately equal in weight to price. An organized site visit is scheduled for August 20, 2026 at 9:00 a.m. at 17900 Park Headquarters Road. Amendment 01, effective August 13, 2026, includes the site visit sign-in sheet and referenced drawings previously omitted from the solicitation; offerors must acknowledge receipt of this amendment prior to proposal submission. Prevailing wage rates per Davis-Bacon Act apply; rates range from approximately $13.28 to $59.50 per hour depending on classification, with fringe benefits from 0.00 to 27.69 percent.
